The PSOE will allow assigning Social Security headquarters to other administrations, but maintaining ownership

MADRID, 16 Oct. (EUROPA PRESS) -

The PSOE wants to enable the ascription of Social Security properties to other public administrations for purposes of public utility, but, yes, without altering the ownership of the property, since it would continue to belong to Social Security.

Likewise, it raises the possibility of changing the use or destination of assets that are already assigned or transferred to other administrations to prevent them from reverting back to Social Security because they are not being used in accordance with legal provisions.

For this, the main government party has registered in the Congress of Deputies an amendment, to which Europa Press has had access, to the bill from the decree with measures to face the energy and price crisis derived from the Russian invasion from Ukraine.

With its amendment, it proposes to modify four articles of the General Law of Social Security and that in this way the real estate that is the property of Social Security can be assigned or transferred to other public administrations for purposes of public utility.

The PSOE justifies that, taking into account the different powers of the administrations, it is "timely" to provide that, without losing its primary purpose, Social Security real estate can also serve, on time, other purposes of public utility entrusted to other administrations.

The current General Law of Social Security already contemplates obligations for real estate already assigned or transferred to other administrations, but not the possibility that the head of the Ministry of Inclusion, Social Security can assign them to other administrations or public law entities.

Likewise, the PSOE proposal also enables the Minister responsible for Social Security powers --at this time, José Luis Escrivá-- to authorize a change of use or destination of assets assigned to other administrations. This training justifies this change to "maximize the availability and use" of these buildings.

Likewise, the reform would also facilitate the free transfer of assets, which is also planned in cases in which these properties are not necessary, but subjecting it to a possible sale or exploitation.

With its amendment, the PSOE wants to eliminate these two possibilities in the article that enables these free transfers, and also to provide that, although Social Security may enter fruits, income or interest from its patrimonial resources, there may also be "faculties of disposition non onerous assets".
