The President of the Government, Pedro Sánchez, has justified the espionage of the CNI by considering the Unilateral Declaration of Independence in 2017 and the altercations of 2019 after the conviction of the Supreme Court a "national security problem". Sánchez has made it clear that he himself assumes the content of a national security directive, alleging that he has done what he should, although specifying that it is the CNI who defines, designs and implements these operations and materializes them with judicial authorization.

This has been stated by the head of the Executive in Parliament during the reply to the PNV, in the monographic Plenary convened to give explanations for the espionage of the CNI to independence leaders.

Sánchez has insisted that he cannot and should not decide whose phones should be tapped. But he has warned that what is his duty and responsibility "is to safeguard the constitutional order and defend national security."

Thus, he recalled that in Catalonia there was, by Catalan independence leaders who were at the head of the Government and also the highest parliamentary representations, a unilateral declaration of independence (DUI) that was approved in 2017 and also "a very important response" in 2019.

And addressing the ERC spokesman in Congress, Gabriel Rufián, he has corrected him by assuring that what happened was not a few burning containers, but "the attempt to take over an airport like El Prat, the impediment that air traffic controllers could climb to the air tower to be able to control the flights and the air circulation of that tower, daily sabotage in commuter trains,...".

Some facts that he has described as "obvious national security problem" that Spain had in 2019. "Therefore, the only thing I can say is that this national security directive is indeed the responsibility of the Government of Spain, mine staff, I accept it, I assume it, it is like that, I think that I have also done what I should", he has made clear.

And he added that, from there, those who "define, design and implement these operations and materialize them" is the CNI, which is the one who must have the permission of the judicial authorization that "obviously has to be motivated".
