Ciudadanos intends to force the Government to unblock the reform of the regional financing system before the elections on May 28, and for this it has presented an initiative in Congress with which they seek to know, within a maximum period of two months, the detailed calendar of the Executive of Pedro Sánchez to carry out this modification.

It is a non-legal proposal for debate and vote in the plenary session of Congress -still without a date-, with which Ciudadanos intends to urge the Government to specify, always before the elections, the different phases of the reform of the regional financing system.

And, furthermore, they want this calendar to conclude with the presentation of a proposal for a new "fair and equitable" regional financing system between all the regions. To do this, they demand that all the Communities be urgently convened in the Fiscal and Financial Policy Council.

According to the text of the initiative, to which Europa Press has had access, Ciudadanos requests that the report of the Commission of Experts created by the Conference of Presidents of the year 2017 be addressed, in addition to other proposals, such as the second report prepared by the Commission of Experts appointed by the Valencian Courts also in 2017.

But while this financing system is being reformed, Citizens are demanding temporary transitory measures, such as a leveling Fund to compensate for the adequacy of resources for the autonomous communities that are underfinanced.

This claim has already been made on numerous occasions by the governments of the communities commonly known as 'underfinanced', even going so far as to raise it with the Chief Executive, Pedro Sánchez, at a meeting.

In this way, Ciudadanos picks up the gauntlet of these communities and proposes in its initiative the recognition of financing deficits, considering the establishment of compensation mechanisms for it, "so that the new model is not born weighed down by deferred injustice of the former".

The Ciudadanos initiative comes at a time when more than a year has passed since the proposal sent by the Ministry of Finance to the communities to reform the financing system based on the adjusted population criteria, with variables that were calling for regions commonly known as 'underfunded': the Valencian Community, Andalusia and Murcia.

After this, the Treasury gave the autonomous communities until January 31 to send their allegations to the proposal, and since then there has been no other movement to reform the autonomous financing system, despite the fact that several regional governments asked to convene a specific Fiscal and Financial Policy Council for this matter.

Within the autonomous communities governed by the 'popular' there are several forecasts regarding the deadlines to finish reforming the regional financing, since from Andalusia, Murcia or Galicia they see that it cannot be given during this legislature, in Castilla y León they do not lose " the hope".

In Catalonia, sources from the Generalitat also believe that they will not go ahead: "It seems to us that the issue is closed. At some point an idea was launched but that it only incorporated small changes and did not go into the substance of the matter. We continue to ask that it be address this issue."

In the case of the Balearic Islands, he believes that progress has been made during this legislature and, although the Government admits that due to deadlines it would be "very complicated" to approve a reform before the next general elections, they do not completely rule it out. In any case, they insist that a project of this magnitude must be carried out with "broad majority" agreements.

After the autonomous communities submitted their allegations to the Treasury proposal, several Socialist Executives already warned that this reform of the financing model was not going to take place during this legislature.
