The PP will use its absolute majority in the Senate to approve the consideration of a law so that the murders carried out by the terrorist group ETA are recognized as crimes against humanity and to prohibit tributes to the authors of these attacks, and , in this way, forcing Congress to process it after the PSOE, Sumar and their parliamentary allies rejected it a few weeks ago.

Thus, those of Alberto Núñez Feijóo will rescue this bill in the Senate and force Congress to process it in this way, since, according to the procedure, if the Upper House takes into consideration a bill, it passes to Congress to begin its consideration. walking.

In any case, the 'popular' remember in their text that in 2022 the European Parliament has already asked Spain for this type of measures to prevent the crimes of the terrorist group from going unpunished. Specifically, on April 21, 2022, the Petitions Committee approved a report on the existence of 379 ETA murders still unsolved, which included fifteen recommendations to the Spanish authorities.

That report precisely asked to adopt the necessary measures to clarify the ETA crimes still pending to be solved, to avoid legal, social and moral impunity of terrorists, to recognize ETA murders as crimes against humanity, to condition prison benefits to collaborate with Justice, and prevent acts of homage to terrorists and the humiliation of the victims.

In its proposal for an Organic Law on unsolved ETA Crimes and their victims, collected by Europa Press, the PP alleges that the correct understanding of the law requires knowing the European regulatory context, "which has evolved towards a more solid and coherent framework with "the purpose of reinforcing the consideration that acts of terrorism constitute one of the most serious violations of the values ​​of human dignity, freedom, equality and solidarity". Also "respect for Human Rights and fundamental freedoms, as well as an attack against the principles of democracy and the rule of law."

That is, the PP proposal considers it "necessary" to undertake legislative action with regulatory changes to comply with these indications.

Those of Alberto Núñez Feijóo indicate in the text that the report of the Petitions Committee of the European Parliament is based on an information visit carried out in Spain, from November 3 to 5, 2021, in relation to the almost four hundred murders by ETA still unknown. resolve, which constitute 44 percent of the total.

The PP also remembers that there is a direct precedent that it has taken into account for the development of the measures contemplated in the law: another report from the European Parliament, approved on November 19, 2020, on the situation of fundamental rights in the European Union. in the years 2018 and 2019.

In it, he asks the Spanish authorities to take the necessary measures to prevent the victims of terrorism "from being humiliated by acts such as the tributes to ETA members that have occurred in recent years in Spain" and demands that "the relevant institutions", whether at the local, regional or state level, "provide the necessary safeguards to prevent subsequent victimization resulting from humiliation and attacks on the image of the victims by the social sectors related to the aggressor."
