The PP raises in its program for the elections on May 28 a battery of measures against the illegal 'squatting' of housing such as express eviction within "a maximum period of 24 hours." It also proposes the creation of municipal technical offices that have legal advice for affected residents and "a 24-hour citizen service phone" to act immediately in the event of occupations or attempted occupations.

"The Government of Spain is the only one in the European Union that has promoted tolerant regulations with the illegal occupation of homes," says the PP in the framework program presented by Alberto Núñez Feijóo and coordinated by the former minister Iñigo De la Serna and the Deputy Secretary for Social Policies of the party, Carmen Fúnez.

With the objective of "guaranteeing the right to private property of citizens", it defends "the necessary legislative modifications to fight against the illegal occupation of homes, to prevent the illegal occupant from enjoying the protection of residence or domicile and to allow evictions take place urgently, within a maximum period of 24 hours".

In any case, the 'popular' emphasize that "illegally occupied homes will not be subject to tax, local or regional charges for as long as the situation continues." "We find it inconceivable that, in addition to having been temporarily dispossessed of his home by squatters, the owner has to pay taxes," they stress.

In addition, the PP proposes to create municipal technical offices for the fight against illegal occupation that have legal advice for affected residents or communities of residents; a 24-hour citizen service telephone line to act immediately in the event of occupations or attempted occupations, and a single window for processing matters related to illegal occupation.

It is also committed to supporting the creation of Local Police Administrative Units specialized in the fight against illegal occupation, as well as Immediate Action Units in the face of imminent occupations with clear and effective protocols based on instruction 6/2020 of the Secretary of State for Security. , which sets the criteria for immediate action.

On the other hand, in its program the PP defends the need to reach a State Pact on housing that includes the autonomous communities and local entities, given that "the difficulty of accessing housing" is one of the "main problems " from Spain.

Among his proposals, is the rent with the option to buy in social housing and more availability of land "through public-private collaboration programs" that is allocated to new formulas for housing use for young and old, such as coliving, cohousing or residences for students.

In addition, it warns that "this problem cannot be solved with a policy of slogans, slogans or interventionist approaches". "What we need are innovative and viable solutions, coordinated between the different Administrations and that add up", as well as "the collaboration of the private sector".

At this point, it proposes "developing a State Pact on housing that has the active participation and involvement of the autonomous communities and local entities." "Our commitment is to jointly explore feasible solutions to guarantee a rational use of land, build owned homes at more affordable prices, mobilize rental homes and deepen the rehabilitation of the existing stock," he says.

As he adds, it is necessary to continue prioritizing in housing policies "vulnerable families or sectors of the population with fewer resources." For this, he says that a comprehensive policy must be applied that includes the development of the offer, the increase in the legal certainty of the owners and the streamlining of administrative procedures.

With the aim of facilitating the acquisition of property by families with fewer resources, the PP is committed "to the implementation of innovative formulas such as rent with the option to buy in the case of social housing." "Regardless of the fact that the concretion of this measure must be studied in each case, it can be materialized by discounting up to 80% of the monthly rent paid at the time of making the purchase after 10 years," he explains.

Another of the priority objectives of the PP is "to facilitate the purchase of their first home for young people". To do this, counting on the participation in his case of the General State Administration, he says that they will promote "mortgage guarantee accounts", going from 80% to 95% for young people, through adhesion agreements with financial entities.

The PP considers that fiscal policy "is also an ally to improve access to housing for Spaniards" and, for this, it says that it will continue to bet "to reduce the tax burden that falls on real estate."

"The tax incentives will be directed mainly to the rental of housing for young people, the purchase of the first home and the promotion of efficient rehabilitation," he assures, while maintaining that he will reduce taxes and municipal fees in the promotion of new subsidized housing.

In addition, the PP sees "necessary and timely a new regulation that guarantees legal security in terms of urban planning, so that planning instruments are preserved when elements that are not substantial are in dispute, avoiding the cascading nullity of development plans (and forcing start the process from scratch) due to rectifiable deficiencies in the general plan".

The PP also ensures in its program that they mobilize public land for endowment and equipment and private land for public housing service through social and affordable rental formulas, through public-private collaboration programs.
