This Thursday, the Official State Gazette (BOE) published the Ministerial Order that dictates the rules for preparing the General State Budgets (PGE) for 2024, thus giving the starting signal to next year's public accounts.

The Order, which was approved yesterday by the first Council of Ministers of the new coalition Government, sets the objectives that next year's PGE will pursue, including promoting the "strategic autonomy" of the Spanish economy and the signing of a "grand pact of income for price stability" that guarantees the recovery of the purchasing power of salaries.

The Order also establishes that the different management centers and Ministries will have to submit to the Treasury before December 11 their budget proposals for 2024, as well as the regulations with budgetary content that they consider should be included in the draft Budget Law for the next year, also incorporating a report on the effects that these regulations would have on income and expenses.

The Government indicates in the preamble to the Order that, facing the 2024 budget cycle, it is "foreseeable" that the geopolitical instability aggravated by the conflict in the Middle East will continue and recalls that next year's accounts contemplate two major developments: the reactivation of the fiscal rules and the incorporation of resources from the Addendum to the Recovery, Transformation and Resilience Plan (PRTR).

The approval of said Addendum by Brussels "will allow the mobilization of all the resources assigned to Spain from the Next Generation funds, with a planned disbursement schedule of up to 25.6 billion euros in 2024," says the Executive.

Regarding the reactivation of fiscal rules, the Government assures that the 2024 PGE "will seek to reinforce the sustainability of public debt as a guarantee for subsequent generations and as a guarantee of confidence for the financial and productive strength of Spain, making it compatible with the growth and well-being of the country.

In this context, the Government assures that the PGE for 2024 will aim to continue promoting the modernization, competitiveness and strategic autonomy of the Spanish economy "promoting growth that is sustainable, fair and inclusive" and giving continuity to an economic policy " responsible and coherent", generating "quality employment with rights" and making housing "a right".

The Government indicates in this Order that in the preparation of the 2024 PGE, a series of criteria will be prioritized when allocating resources.

These include the culmination of the process of modernization of the productive fabric associated with the deployment of European funds, finishing the deployment of strategic projects (Perte); place innovation and science as central axes of the model, and continue promoting a "fair" ecological transition that develops measures to decarbonize the economy, promoting the reindustrialization of Spain, renewable energies, as well as the rehabilitation of homes to improve energy efficiency .

The 2024 PGE will also seek to reinforce the employment policy and workers' rights by "articulating a basic network for all those that provide professional activities" and "promoting the signing of a large income pact for price stability." that guarantees the recovery of the purchasing power of salaries".

Active employment policies for young people will also be promoted, a shock plan against long-term unemployment, the improvement and "simplification" of the level of unemployment assistance and improvements in social protection and benefits for the self-employed.

Other criteria of the PGE established by the Government include promoting a "modern and sustainable" primary sector; updating the National Strategy against the Demographic Challenge and the Action Plan at the national level for greater structuring of the territory; combating the impact that the increase in the cost of food and the rise in interest rates are having on the disposable income of citizens, and guarantee the right to housing by increasing the public housing stock for affordable rental through a medium and long-term public investment policy.

Likewise, the PGE will support "sustainable" mobility and public transport, promoting rail transport "and consolidating it as a more efficient and less polluting alternative"; They will reinforce the commitment against sexist violence and for public education; They will promote a "fair" fiscal policy and advance the protection of children and the improvement of the well-being of young people.
