The 'president' of the Generalitat, Carlos Mazón, has announced that the draft law to accompany the 2024 Budget includes tax deductions for health and sports expenses, as well as a reduction in the property transfer tax for the purchase of housing , mainly by young people, but also for large families and victims of gender violence.

This was announced by Mazón in a press conference that he offered this Thursday together with the Minister of Finance, Economy and Public Administrations, Ruth Merino, where he indicated that the total of these deductions will mean that the Generalitat will stop earning 199 million euros , although they trust that they will help "reactivate" the housing market.

Specifically, in the field of health and sports, the head of the Valencian executive has announced six deductions for an estimated value of 180.2 million euros. Among them, 30 percent will be deducted, up to 150 euros, for amounts paid for expenses related to oral health, which will amount to 80.3 million euros.

30% - up to 100 euros - will also be deducted from the acquisition of prescription glasses, contact lenses and eye cleaning solutions (63.4 million) and up to 150 euros for 30% of the expenses generated by members of the family unit that needs help due to suffering from pathologies assimilated to mental health problems (8.67 million).

Likewise, there will be a deduction of 30% up to 150 euros for expenses associated with sports practice, which include those of the federation, gym or private instructors for rehabilitation. Mazón has defended this measure, by which it is estimated that the Generalitat will stop receiving 25.7 million, to promote "healthy living", something that "will help reduce health spending in the medium term."

The 'president' has also indicated that there will be a deduction of up to 100 euros for expenses generated by members of the family unit with highly complex chronic diseases (also known as rare), which will rise to 150 if it is a large or single-parent family. This will mean almost 250,000 euros. A deduction in these same amounts will also be applied to expenses generated by members of the family unit diagnosed with acquired brain damage or Alzheimer's, which will amount to 1.9 million.

On the other hand, Mazón has also announced three rate reductions for the purchase of homes by young people, large families, people with disabilities and women victims of gender violence, all for a value of 19 million. They do not plan to include more deductions from the rent.

Specifically, the reduction from 8 to 6% of the ITP for the purchase of a habitual residence by young people under 35 years of age up to 180,000 euros will mean what the 'president' has considered a "saving" of 14.7 million for this group. According to the "conservative" calculations of the Generalitat, this reduction could affect up to 15,000 young people, although he has explained that he would like this figure to reach 20,000.

On the other hand, there will be a reduction from 8 to 6% of the ITP for the habitual residence of official protection of the general regime of up to 180,000 euros (it will mean 2.45 million) and a reduction of 4 to 3% for the purchase of habitual residence of official protection of a special regime and for the purchase of housing for large families, people with disabilities and women victims of gender violence of up to 180,000 euros (1.87 million).

During his speech, Mazón indicated that these proposals of the draft law on Fiscal Measures are subject to debate, both in parliament and with society and he stressed that they propose a "preliminary draft as a proposal open to dialogue" with proposals that can "enrich the text."

In this sense, he has pointed out that these proposals respond to "the need that families and the most vulnerable people have" for "relief" in the fiscal field, as well as the application of policies that "help provide economic incentives." Furthermore, he has indicated that these measures are added to the inheritance and gift tax bonus, which he has estimated at 166 million for the next year.

Mazón has indicated that it is the "fiscal reform that the Valencian Community needs as a priority", although he has indicated that "the budgets are not infinite" but "the needs of the people are pressing." Likewise, he has indicated that they are going to practice "active taxation", so they will adopt different measures in this matter.

"This is the first big step in a tax reform that will go further. We will achieve the objectives, and we will always encourage citizens' pockets in a complementary way to the tax reduction," he pointed out and pointed out that they believe in "that circle virtuous in which lowering taxes ends up collecting more" since citizens have "more money in their pockets" that "reverts to the economy."
