César Tolosa, unanimously elected by the members of the General Council of the Judiciary (CGPJ) to occupy one of the seats of the Constitutional Court, has been on the Supreme Court since 2014 and is currently, since 2020, the president of the Contentious Chamber -Administrative of the high court.

Tolosa, a proposal for the start of the conservative wing, was born in 1957 in Santa María la Real de Nieva (Segovia) and entered the judicial career in 1982. He had his first appointment in the Court of First Instance and Instruction of Molina de Aragón (Guadalajara). , and in 1984 he was promoted to magistrate and was assigned to the Investigating Court number 5 of Palma de Mallorca.

According to his curriculum, published on the website of the Judiciary, that same year he joined the Corps of Labor Magistrates and served in the Magistracy number 1 of Santander until 1990. Later he was a magistrate of the Civil and Criminal Chamber of the Superior Court of Justice of Cantabria and, since 1993, president of the Contentious-Administrative Chamber of that same judicial body.

In 2004 he was elected president of the Superior Court of Justice of Cantabria, a position in which he remained until his appointment to the Supreme Court.

Author of numerous scientific publications, he has been a professor at the University of Cantabria since 2009 and has been director and speaker in numerous courses of the General Council of the Judiciary, as well as other institutions.

Among other activities, he is a member of the Scientific Commission of the National Congress of Sanitary Law; She has participated in the Forum of Magistrates of the Court of Justice of the European Union (Luxembourg, 2016) and in the meeting of the Consiglio di Stato of Italy-Supreme Court of Spain Third Chamber (2017). He is in possession of the first class Cross of San Raimundo de Peñafort and the Medals of Police and Civil Guard merit.

The departure of Tolosa from the Contentious-Administrative Court of the Supreme Court affects the functioning of this Chamber, which already has a deficit of 10 magistrates; that is to say, that at present it is integrated by 23 magistrates instead of the 33 that it should have --32 plus the president--. Looking ahead to next year, the situation in this Chamber could worsen, since Inés Huerta will also retire on March 27.
