The preparation and approval of the General State Budgets (PGE) for 2023 stands out as one of the main objectives of the Ministry of Finance and Public Administration for the second half of the year.

This is reflected in the new edition of 'Compliance', the accountability report on the work of the Executive presented last Friday by the President of the Government.

According to the Department headed by María Jesús Montero, these public accounts will be "essential" to consolidate economic growth, strengthen the Welfare State and respond to the consequences of the war. All this with the help of European funds to transform the production model.

Likewise, during the coming months, the Department of Finance and Public Administration will continue to focus on measures to mitigate the economic impact of the invasion of Ukraine.

In this sense, one of the keys will be the implementation of the energy saving and efficiency plan in the General State Administration and also the parliamentary processing of taxes on financial institutions and energy companies to distribute more fairly the charges derived from war.

The work of the Ministry of Finance and Civil Service during these first six months of the year has been marked by the adoption of measures to alleviate the impact of the high inflation caused by the war on families and the productive fabric.

In this sense, the Government has approved initiatives aimed at moderating the effects of rising prices on the middle and working class, protecting vulnerable groups and supporting the most affected economic sectors.

Thus, the tax reductions linked to the electricity bill have been extended until December 31, 2022, including an additional reduction of VAT on electricity to 5%.

The extension of the tax measures until the end of the year implies maintaining the reduction of the Special Tax on Electricity from 5.1% to 0.5%, the minimum tax allowed by European Union regulations, and the suspension throughout 2022 of the Tax on the Value of Electric Energy Production (Ivpee). All this supposes a reduction of 80% of the fiscal figures of the electricity.

Likewise, the Ministry of Finance and Civil Service has also had to develop and implement, through the Tax Agency, other measures such as the bonus of 20 cents per liter of fuel, aid to affected sectors such as carriers or the gas-intensive industry, and more recently, the aid of 200 euros to households with incomes of less than 14,000 euros.

Apart from the measures adopted in the decrees in response to the war, the department headed by María Jesús Montero has reinforced the administrative capacities for the execution of the Recovery, Transformation and Resilience Plan through the creation of the State Registry of the entities interested in the Strategic Projects for Economic Recovery and Transformation (Reperte), as well as the necessary procedures for their use by ministerial departments.

Another of the milestones achieved in these six months has been the creation of a talent recruitment plan to curb the problem of the aging of the General State Administration.

In this first semester, the committee of experts for tax reform also presented the White Paper with its proposals. A document that is being analyzed by the Ministry of Finance and Public Administration, taking into account the current economic context and the need to continue promoting growth and the creation of quality employment.

Likewise, during these months the commitment to bring the administration closer to the citizen and promote assistance to the taxpayer has continued. Notable among these initiatives is the expansion of the Comprehensive Digital Assistance Administration (ADI) with the new headquarters in Madrid-Getafe, which joins those in Valencia and Vigo. Or in cadastral matters, the operation of a system of attention to the citizen through videoconference called Direct Cadastre.
