The Council of Ministers has appointed this Tuesday the current director general of the Tax Agency, Jesús Gascón Catalán, as the new Secretary of State for Finance, replacing palmero Héctor Izquierdo, who will preside over the Commissioner for the Reconstruction of the island of La Palma .

Gascón, born in Zaragoza in 1961 and State Treasury Inspector, was appointed General Director of the Tax Agency at the proposal of the Minister of the Treasury, María Jesús Montero, in June 2018 with the arrival of the Government of Pedro Sánchez.

The Treasury highlights that during these years at the head of the Tax Agency, Jesús Gascón has addressed challenges such as managing the tax measures adopted during the pandemic to alleviate the economic situation of SMEs and the self-employed, as well as maintaining the agency's efficiency during confinement or in successive Income Campaigns.

Likewise, Gascón has continued with the modernization process of the Tax Agency with the opening of new Comprehensive Digital Administrations (ADI), offices whose objective is to serve taxpayers from all over the country telematically. It is about advancing in the personalized assistance complementary to face-to-face assistance promoted by the Agency's Strategic Plan 2020-2023.

With a very technical profile, the new Secretary of State for the Treasury will have to address not only the design of the 2023 General State Budgets (PGE) for the next electoral year, but also the tax reform that has already been studied by a committee of experts appointed by the Government.

On the table Gascón will also have the extension of the fiscal measures included in the package of measures to deal with the economic consequences of the war in Ukraine, which the Government plans to extend during the summer months. According to the calculations of the Treasury, until June the tax cuts to make electricity cheaper have an impact on the collection of some 7,000 million euros and if they are extended throughout the year, they will mean a decrease of between 10,000 and 12,000 million for income. public.

Jesús Gascón had previously held various positions in the tax administration. He has been director general of Taxes, director of the Department of Tax Management of the AEAT and deputy director of the Department of Organization, Planning and Institutional Relations of the agency.

Likewise, he has been permanent technical secretary of the Mixed Coordination Commission, deputy general director of Tax Verification and Control and general deputy director of Legal Assistance and Regulatory Coordination in the Department of Tax Management, among other jobs in the State Tax Administration Agency and at the Ministry of Finance.

Until his appointment as director of the Tax Agency, he was a Treasury Inspector of the Internal Audit Service of the State Tax Administration Agency (AEAT) in Spain.

In addition to his positions in the Administration, Gascón has also carried out consultancies and participated in meetings and seminars in Latin America, the European Union and the OECD, while he has published and given courses and conferences on tax policy, tax law and procedures and tax administration. for different public and private organizations.

Gascón will be replaced at the head of the Tax Agency by Soledad Fernández Doctor. Born in Madrid, Fernández Doctor has a Law Degree from the Universidad Pontificia de Comillas-ICADE and is a State Treasury inspector.

She has extensive experience in management within the Tax Agency, since since July 2, 2018 she has been a special delegate of the AEAT in Madrid. She has also been president of the Central Economic-Administrative Court, director of the Department of Tax Management of the AEAT, director of the School of Public Finance, director in Spain of the EURO 2022 Campaign of the European Central Bank and deputy director of Taxpayer Information and Assistance in the Tax Management Department of the Tax Agency.

Likewise, she has held the position of special delegate of the AEAT in Asturias, special deputy delegate of the AEAT in Madrid, Economic-Financial director at the Instituto de Empresa and has held other positions at the Ministry of Finance and the Tax Agency.

Likewise, the new director of the AEAT has carried out teaching activities in public and private entities and has participated in consultancies and international meetings.

For his part, Héctor Izquierdo will leave the post of Secretary of State for Finance for which he was appointed less than six months ago to preside over the Commissioner for the Reconstruction of the island of La Palma that the Government has created this Tuesday.

The Government has thought of Izquierdo, a native of the island of La Palma, emphasizing that he knows the land and that he will be in charge of carrying out these procedures directly through the Commissioner.

Izquierdo was appointed Secretary of State last January, replacing Inés Bardón, who had held the position since June 2018 and left her duties at her own request. Until he was appointed Secretary of the Treasury, Héctor Izquierdo (Los Llanos de Aridane, Island of La Palma, 1974) was president of the State Society for Property Management and has developed his professional career in managerial work in public and private companies.
