Social Security loses 7,366 affiliates in July and breaks its growth streak

Social Security lost 7,366 affiliates in July, with a drop of 0.04% compared to the data registered the previous month, the worst figure in the last decade, according to figures presented this Tuesday by the Ministry of Inclusion, Social Security and Migration .

With this decrease, the total number of contributors closed July at 20,340,964, of which 10,880,380 were men and 9,480,585 were women.

In seasonally adjusted terms, the number of Social Security affiliates rose by 9,104 workers, 0.05% less than in June. The seasonally adjusted data for July is the lowest since the year began and the worst July since 2013, when negative figures were recorded.

Despite the decrease in seasonally adjusted contributors in July, the total number of employed persons stood at 20,111,143, its highest level in the seasonally adjusted series.

The Ministry has also highlighted that 272,039 jobs have been created between January and July 2022, discounting seasonality and the calendar effect. Thus, the level of affiliation prior to the pandemic is exceeded by 625,000 people.

The Department headed by José Luis Escrivá assures that "after the exceptional behavior in June", employment has continued to be created during July "probably pointing to an advance in hiring decisions this summer" and to the "positive effects of the labor reform", after seven months in force (four of full validity), with an increase in the weight of indefinite contracts up to 80%, 11 points above what was usual before the pandemic.

In the last year, Social Security has gained 749,236 affiliates in average values ​​(3.82%), most of them in the General Scheme (772,885 contributors), followed by the Special Scheme for Self-Employed Workers (RETA), with 17,985 newly employed (0 .54%).

The monthly gain of average affiliates in July was due to both sexes, although more to men, who added almost 48,000 contributors in the month compared to June, compared to a drop in the case of women, with a drop of 55,365 affiliates.

After two months above 9.5 million affiliates, female affiliation lost that level again and registered 9,480,585 contributors in July, the lowest figure since April. However, male affiliation once again marked a new maximum, with 10,860,380 contributors, 0.44% more than in June and 3.25% above the same month of the previous year.

The average affiliation of foreigners, for its part, fell by 11,389 contributors in July, 0.46% less than the previous month, to stand at 2,451,492 employed persons, after having reached all-time highs the previous month.

By regimes, the General, the most numerous in the system, gained 1,034 average affiliates in July, up to a total of 16,931,227 employed, the highest figure in the historical series, while the Self-Employed Regime (RETA) lost 10,422 affiliates , which placed the total number of self-employed contributors at 3,340,946.

Within the General Regime, the rebound in affiliation was almost generalized, although with slight increases. The household activities sector, which includes employers of domestic staff and producers of goods and services for their own use, rose by 4.71%, with 1,911 more affiliates and a total of 42,488 contributors. In second place was the water supply, sanitation activities, waste management and decontamination, with growth of 3.97% and 6,171 new affiliates. On the other hand, artistic, recreational and entertainment activities gained 9,989 contributors, with an increase of 3.52% compared to the previous month.

Membership fell in July in education, due to the end of the school year, with 115,538 fewer employed persons (-11.14%), and in the activities of organizations and extraterritorial bodies, where employment decreased by 61 people (-1.92 %).

For its part, the Special Agrarian System lost 51,496 jobs in the seventh month of the year (-7.16%) and the Home System registered 2,202 casualties (-0.58%).

By autonomous communities, the growth of the monthly affiliation in the Balearic Islands stood out, with an increase in the average number of employed persons of 13,860 employed persons (2.34%), followed by Cantabria (4,267 affiliates, 1.88%) and Asturias (3,782 employed persons). , 1.01%). The biggest setback, on the other hand, was recorded by the autonomous city of Melilla, with a fall of 4.71% and 1,166 fewer affiliates, followed by Ceuta, with a reduction of 3.04% and 687 fewer contributors, and La Rioja, with 2,188 affiliates less than in June, (-1.61%).

In short, the Ministry underlines that the growth in enrollment compared to the level prior to the pandemic is generalized by sectors due to the increase in employment in the private sector. In addition, this rise in membership has been "particularly intense" in innovative and value-added sectors, including information and communications (6.55%), education (4.34%) and scientific-technical activities (2.97 %).

For its part, Hospitality, with an increase of 3.62% compared to the end of 2021, practically recovers the level of affiliation prior to the pandemic.

The Ministry of Inclusion, Social Security and Migration stresses that the July figures continue to reflect the "positive effects" of the labor reform.

In July, progress continued in signing permanent contracts, with 1.5 million more affiliates with permanent contracts than in the years prior to the pandemic. That month, indefinite contracts reached 80% of total contracts, 11 points more than what was usual before the pandemic, as they remember from Escrivá's portfolio.

In addition, the Social Security clarifies that "indefinite hiring was reduced in the summer, compared to the increase that is being observed this year."

The labor reform is also having "particularly positive effects among young people." Thus, among those under 30 years of age, the percentage of workers with a permanent contract has risen by 30 points compared to the average for this month, going from 34% to 64%.

On the other hand, the Ministry has reported that workers in ERTE for economic, technical, organizational or production reasons (ETOP) have stood at 18,285.

In total, at the end of July there were 21,182 workers in ERTE, of which 18,285 were in an ERTE-ETOP; 1,168 in an ERTE due to force majeure, and 1,726 in the sectoral ERTE for travel agencies.
