The Inter-American Commission on Human Rights (IACHR) has urged this Friday the Government of El Salvador to guarantee prison policies with respect for Human Rights and has expressed its concern about the "deplorable" conditions that detainees would be facing.
"The IACHR reiterates its call to the State of El Salvador to ensure that actions related to citizen and prison security policies are implemented within the limits and procedures that guarantee respect for human rights and dignity," the organization stated in a statement.
Once the Salvadoran Congress has approved the exceptional regime for the second time, the Commission has alerted the Executive of Nayib Bukele about its international obligation to ensure judicial guarantees, as well as to guarantee access to a remedy for all detainees.
The commission has also expressed concern about the "deplorable conditions of detention" that the detainees would be facing and that the organization itself would have verified during a visit to the country in 2019.
"The IACHR pointed out the deficient infrastructure, unsanitary conditions, lack of hygiene, insufficient medical care, scarce and inadequate access to water in the detention centers. This situation would have been aggravated within the framework of the emergency regime, representing serious risks for the life and integrity of people in state custody," the organization explained in a statement.
Likewise, it has also criticized the lack of public and precise information on the number of people detained and the places where they are supposed to be, since "hundreds of relatives of people who are presumably detained gather around detention centers in search of information about their whereabouts".
On the other hand, the IACHR has expressed concern about the alleged practice of "massive, illegal, arbitrary arrests, based on discriminatory profiles of age, socioeconomic status, and physical appearance," such as tattoos.
