Biden accuses Russia of torture and condemns the "barbaric" attack on an apartment building in kyiv

The President of the United States, Joe Biden, this Sunday accused the Russian forces of committing acts of torture during the war in Ukraine and condemned the attack denounced this morning by the Ukrainian authorities of the impact of a Russian missile against a building of kyiv center apartments.

Biden has described the bombing, which has left at least one dead and five injured in the Shevchenkivski neighborhood, as an act of "barbarism" during his attendance at the G7 summit in the German city of Elmau, in statements collected by Bloomberg.

At the same time, the White House has published a statement on the occasion of the International Day of Victims of Torture in which Russia is specifically singled out as a result of "credible reports of torture" received by the US in relation to its intervention in Ukraine on " beatings, electric shocks and mock executions" carried out by Russian forces.

"When a government commits torture, it relinquishes its moral authority and undermines its own legitimacy. And, more importantly, when torture is committed in the name of national security, it only emboldens and multiplies enemies, fuels discontent and isolates governments," according to the note.

On the other hand, Biden thanked German Chancellor Olaf Scholz for Berlin's recent and "historic" decision to increase defense spending, according to what the White House has announced after the meeting of both leaders at the summit.

"The President welcomed Germany's historic commitment to significantly increase defense spending and deliver on its commitments to NATO, which will bolster the alliance's long-term deterrence and defense posture," said a House statement. Blanca on the content of the meeting.

In late February, Scholz announced a massive raise to bring Germany in line with NATO's goal of spending 2 percent of gross domestic product on defense, as Berlin rethinks foreign policy amid Russia's war against Ukraine.

"The leaders underscored their commitment to Ukraine's sovereignty and territorial integrity, as well as their continued provision of military, economic, humanitarian, and diplomatic support to help Ukraine defend its democracy against Russian aggression," the White House added.
