He stated this during his speech in Cádiz in his first political event in Andalusia after the general elections of July 23, in which the left-wing coalition obtained six seats in the Congress of Deputies from Andalusian provinces.

Without mentioning his proposal to "fit the amnesty" into the constitutional framework, Díaz has stated to his supporters that he wanted to "give serenity because the proposal of the PP and the extreme right of Vox consists of pitting some Spaniards against others" while Sumar is committed to a "plurinational" project where people like Andalusia "also have rights" and citizens are "better" for being able to speak in Catalan, Basque, the language of Cádiz, or whatever they "want."
