This Thursday, Pamplona debates its first motion of censure in democracy to unseat UPN in favor of EH Bildu

This Thursday, starting at 12 noon, the plenary session of the Pamplona City Council will hold the debate on the first motion of censure that has been presented in the council in the democratic period and that the Mayor's Office will foreseeably give to the EH Bildu spokesperson, Joseba Asiron.

The motion of censure has been presented by EH Bildu, PSN, Geroa Bai and Contigo-Zurekin to unseat Cristina Ibarrola (UPN) from the Mayor's Office of the Navarrese capital.

The four signatory groups make up 16 of the 27 councilors of the City Council, above the absolute majority of 14 councilors. Specifically, EH Bildu has eight councilors, the PSN has five, Geroa Bai has two and Contigo-Zurekin, one. For its part, UPN has nine councilors and the PP two.

Cristina Ibarrola became Mayor last June, claiming the status of UPN's most voted list in the May municipal elections. In her investiture session, the PSN abstained and there was no alternative majority to Ibarrola.

However, on December 13, PSN and EH Bildu made public their agreement to present a motion of censure against Cristina Ibarrola, a motion to which Geroa Bai and Contigo-Zurekin have also joined.

The socialists will not be part of the coalition government agreed upon by EH Bildu, Geroa Bai and Contigo-Zurekin. Said Government will have six delegated councilors from EH Bildu, one from Geroa Bai and another from Contigo-Zurekin.

Joseba Asiron was already mayor in the 2015-2019 legislature, thanks to the support of EH Bildu, Geroa Bai, Aranzadi and Izquierda-Ezkerra. On that occasion, the support of the socialists was not necessary. In the 2019-2023 legislature, the Mayor's Office was held by Enrique Maya, from UPN, within the Navarra Suma coalition. Maya governed as a minority, but in those four years there was no agreement for an alternative between EH Bildu and PSN.

The same day that EH Bildu and PSN made public their agreement for the motion of censure, UPN decided to break "all political relations of UPN with the PSOE", after expressing its "indignation" at the decision adopted by the socialists.

It is worth remembering that in the vote on the motion of censure that is being debated this Thursday, a PSN councilor will be missing, since the socialists have not arrived in time to fill the vacancy left by Elma Saiz, who left the Pamplona City Council to be Minister of Inclusion, Social Security and Migrations.

It was scheduled that this Thursday, in a plenary session prior to the motion of censure, Tomás Rodríguez Garraza would take office as councilor. However, he has resigned from the position. The PSN has blamed his resignation on the "signals and attacks" of UPN, an accusation that the regionalist party has considered "the last straw."

Due to the resignation of Tomás Rodríguez, the City Council has suspended the extraordinary plenary session in which he was going to take possession of his minutes. The next on the PSN list, María José Blasco, has also resigned for professional reasons. For this reason, Miguel Matellanes, student of Law and Political Science and former parliamentary advisor, will take office as councilor.

This situation does not affect the full debate on the motion of censure. In any case, pending the appointment of the person who will replace Elma Saiz, the PSN currently has four councilors, instead of the five it obtained in the elections.
