The Senate Table, with a majority of the PP, has decided to request a report from the legal services of the Upper House to study the feasibility of up to three formations having more senators on loan than senators elected, after the PSOE offered to cede seats to Junts, PNV and Sumar so that they would have their own group.

This was announced at a press conference by the first vice president of the Senate, the 'popular' Javier Maroto, who has announced the constitution of the PP, PSOE and ERC-Bildu groups, pending the final formation of the rest of the groups parliamentarians, which has been postponed until the legal services determine the situation.

As detailed by the vice president of the Upper House, the loan of senators by the Socialists to three other formations had "no precedents", since as was the case with the party of Carles Puigdemont or the Confederal Left party, there were "more senators borrowed than political senators".

The existence of the own groups of Junts, PNV and Izquierda Confederal will be subject to the existence of the report, which will be brought to the next meeting of the Table. In the case of being favorable, the PP will accept "exactly" what the legal services of the Chamber say.

On the other hand, Maroto has explained that the concern of his party in the Senate is different from that of Congress, since the 'popular' group had expressed "serious doubts" regarding compliance with the regulations in the Lower House.

Specifically, he recalled that while in the Upper House the only requirement for the formation of groups is that there be 10 senators, in Congress 15 deputies are needed as well as other "additional requirements". "They are different issues," emphasized the leader of the PP.

The Senate Regulations require a minimum of ten components to form a parliamentary group, a number that can be reduced during the course of the legislature but can never be less than six.

Achieving a parliamentary group means having representation in all the Senate bodies, guarantees more time to intervene in debates, allows for greater parliamentary initiative as well as more economic resources and human and material resources. On the other hand, in the Mixed Group all that 'piece of cake' must be distributed equally.

After the elections of the past 23J, and missing the designation of several senators by the autonomous Parliaments, the PNV has five members in this legislature, so the PSOE has to give up another five senators so that it can form its parliamentary group.

In addition, if you want the group not to end up diluting during the legislature, the Socialists will have to keep at least one parliamentarian in this group so that it does not dissolve when the session ends.

Something similar happens with Junts, although Carles Puigdemont's formation has only three senators in the Senate. However, parliamentary sources have informed Europa Press that they will join forces with the senator from the Canary Islands Coalition, using the same formula as the previous legislature.

In any case, the sum of Junts and Coalition Canaria only group four senators, so the PSOE will lend them at least six members to facilitate the parliamentary group of both formations, which in the previous legislature was called "Nationalist Group". Likewise, the Socialists will have to continue with at least two parliamentarians in this group so that it does not end up dissolving.

The PSOE, within its intention to cede senators to have "how many more voices" in the Upper House, will also have to cede seats for the Confederal Left Group to be reissued in the Senate, where three member parties of Sumar and the Socialist Association are found. Gomera (ASG).

If the go-ahead is finally given by the legal services, the group could be made up of Compromís, Más Madrid, ASG and the senator of the PSOE-Sumar coalition in Ibiza/Formentera.

Although for this, the PSOE would have to give up another six senators, although this group is waiting for the Parliament of Navarra to appoint Uxue Barkos, from Geroa Bai, to join this conglomeration.
