The president of the Parliament of Aragon, Marta Fernández, has announced that the plenary session for the investiture of the PP candidate for the Presidency of the Autonomous Community, Jorge Azcón, will be held this Wednesday and Thursday, August 9 and 10.

As it coincides with two of the central days of the patron saint festivities of Huesca, the second city of Aragon, the plenary session is earlier than usual on these occasions.

Thus, the first day will begin at 9:30 a.m. and the second, at 9:00 a.m. On the first day, the candidate for the Presidency of the Government of Aragon will intervene, with the expectation that by 11:00 a.m. he will have finished his speech.

Specifically, as stated in the organization of the debate, the Resolution of the President of the Parliament of Aragon will be read, proposing a candidate for President of the Autonomous Government and, afterwards, the political program will be exposed of the candidate's government.

The investiture debate will resume on Thursday, August 10, at 9:00 am with the participation of the parliamentary groups, which will debate the candidate.

The designed schedule will open with the formations that do not intend to vote in favor of the investiture in order from highest to lowest representation. Subsequently, it will be the turn of the groups to announce their position favorable to the investiture, in this case in order from lowest to highest.

Fernández has made this statement in statements to the media, after the meeting of the Board and Board of Spokespersons of the regional Parliament, this Monday, after last Friday the spokespersons for the PP and VOX groups, Ana Alós and Alejandro Nolasco , respectively, sign a governance agreement by which Azcón will be president and Nolasco, first vice president with the powers of Territorial Development, Depopulation and Justice. His party will also have the Ministry of Agriculture and Livestock.

That day, Alós stated that talks are continuing with the Aragonese Party, to try to get it to also support the investiture. This same Monday a meeting is held between the two parties.

However, PP with its 28 deputies and VOX, with seven, exceed the absolute majority by adding 34 of the 67 seats available to the Aragonese parliamentary Chamber.

The rest of the groups are the PSOE, with 23 deputies; Chunta Aragonesista, with three; Teruel Exists, with three others; and a Mixed group --formed by Podemos, Izquierda Unida and PAR, with one parliamentarian each--. All the parties have announced that they will vote against the investiture of Azcón, except for the latter.

The president has detailed that although IU, Podemos and PAR are integrated into the mixed group, all of them will have on this occasion the time that would correspond to them if they were a single parliamentary group, that is, 20 minutes in the first intervention plus ten in reply or 30 minutes if they want to do a single intervention.

Marta Fernández has indicated that if the candidate obtains the necessary votes in the first ballot, "the possibility is being considered that on Friday, the 11th, he would be inaugurated," he said. It is also expected that the whole of the new Government will do so on Saturday, the 12th.

The Regulation of the Courts dedicates the first chapter of its Title VIII to the investiture and it is article 216 that establishes that the candidate will present his program "without limitation of time" and, "after a period of interruption of twenty-four hours", they will intervene the representatives of each parliamentary group.

The Board of Spokespersons, with the purpose of expediting the debate, has agreed to establish 20-minute shifts that, "with flexibility", may be extended to a maximum of 30 minutes, which is set by the Regulations. The candidate, for his part, may "respond individually or jointly to each group or group" and the replies of the groups have been established within ten minutes.

Once the interventions have finished, voting will take place, which will be nominal. It will be held at the time set by the Presidency and an absolute majority of the House will be required to be elected in the first round. If it is not reached, the Regulation contemplates a new vote twenty-four hours after the first one that, by agreement of the Board of Spokespersons, would be held on Friday, August 11 at 1:00 p.m., without any debate.
