The Civil Guard intervened in a call in which the former advisor of former Minister José Luis Ábalos, Koldo García, supposedly asked the Secretary General of State Ports, Álvaro Sánchez Manzanares, about the head of Transport, Óscar Puente. "Well, how about this one, okay?" he questioned.

This is clear from an official letter from the Central Operational Unit (UCO), collected by Europa Press, which gives details about the telephone conversation that Koldo could have had on November 28, 2023, according to the agents, with Sánchez Manzanares.

"Well how about this one, okay?" Koldo asked. "With who? With Puentes?" His interlocutor answered. The Armed Institute clarifies that they would be referring to Óscar Puente, current head of the Ministry.

"Well, I don't know you, man, for it to reach me it's very difficult. No, but the Ministry is doing well, it has set it up well," Sánchez Manzanares clarified, who assured him that he would maintain his position in the assigned organization. to the Ministry.

"I've been told that you're doing very well, huh," Koldo assured. "Yes (laughs), very good, if they leave me there I'll be in pain, come on, don't mess with me (laughs)," Sánchez Manzanares replied. "Well, I, I hoped they would make you president, but oh well," Koldo acknowledged, alluding to the presidency of Puertos del Estado.

Sánchez Manzanares, however, downplayed that issue. "No, no, no, this guy is a great guy, and he also knows a lot about the Secretary General of Infrastructure, who is the head of this Ministry," he explained.

At one point in the conversation, Koldo referred directly to Ábalos. "I already told José (Ábalos) and others, I have to tell you a couple of things, so I can see you (Sanchez Manzanares), okay? Not next week, the next one," he said.

After Sánchez Manzanares agreed, Koldo clarified that what he had to tell him was only "gossip." "But, but, but, but Koldo, José (Ábalos) has bid or has not bid, or is he going to wait for Europe, right?" The Secretary General of State Ports asked her. "Yes," Koldo concluded.

SÁNCHEZ MANZANARES, "FOR VARIOUS REASONS"

The agents assure that they are convinced that Koldo's interlocutor was Sánchez Manzanares "for several reasons." Firstly, because Ábalos' former advisor "hoped that his interlocutor would be named president (it is understood that of Puertos del Estado) so the fact that his interlocutor was the current president of Puertos del Estado, Álvaro Rodríguez Dapena, has has been ruled out."

Furthermore, adds the UCO, Koldo's interlocutor refers to the current president, "which would reinforce that he has not held and does not hold that position." "Koldo's interlocutor would feel satisfied if he continues in the same position, so apart from not holding the position of president, he would have a position in that organization," the agents add.

The Civil Guard "states that if it is confirmed that Koldo currently has a relationship with Sánchez Manzanares, it would be a milestone of interest for this investigation because he signed a document called 'Declaration of end user' in the award by Puertos del Estado to Management Solutions for an amount of 24.2 million euros".

"A POLITICAL CONSULTATION"

The agents focus on Koldo's relationship with "State Ports personnel, who were part of the awarding bodies of the investigated contracts." The tracking device installed on Koldo's motorcycle revealed that he made a visit to the State Ports offices in November of last year.

"In relation to a possible interview between Koldo and a member of that entity, it should be noted that on November 2, 2023, Koldo received a phone call from a man whom he refers to colloquially as 'Alvarito' and who at that time was using a terminal in the name of State Ports," details the UCO.

After analyzing the content of this conversation, the report notes, Koldo claimed to have been working with his boss for two years and three months without charging anything out of loyalty and principles. Furthermore, he asked his interlocutor to meet with him not to ask you for anything but to ask him "a political question", from which, according to the agents, it is deduced that his interlocutor could be Sánchez Manzanares himself.
