The PNV has won by the minimum, with nearly 29,000 votes, over EH Bildu, with which, however, it has tied at 27 seats in a fierce contest between both formations for hegemony in Euskadi. At the end of the day, the Jeltzales have lost four parliamentarians compared to the 2020 Basque elections and EH Bildu has won six.

EH Bildu won this Sunday in Basque municipalities where it had not done so before, including the regional capital, Vitoria-Gasteiz. PNV, for its part, was the leading force in Ermua, the only place where PSE was in 2020. In addition, it retained Bilbao and part of the Biscayan municipalities, its traditional electoral fiefdom.

PP maintained its historic presence in Rioja Alavesa after winning in Laguardia. At a higher level of territorial disaggregation it can be seen how it was a leading force in other places such as the Mendizorrotza neighborhood (Vitoria) or some parts of Getxo (Vizcaya).

The same thing happens with PSE-EE, which still remained the first force in some parts of Ermua, the neighborhoods of Ali-Gobeo (Vitoria) or Altza (San Sebastián) and several census sections of Basauri (Vizcaya), Lasarte-Oria or Rentería (Guipúzcoa).
