The PSOE has to seek support among the nationalist and pro-independence formations to be able to retain the Presidency of Congress, guaranteeing that its candidate prevails over the one presented by the PP and among its assets to achieve this is offering these parties positions on the tables of parliamentary commissions, presidencies included, and assure ERC and Junts that they will make it easier for them to form their own parliamentary groups for the XV Legislature.

The new Congress will be constituted on August 17 and, after the inauguration of the deputies, the first thing it will have to do is decide who occupies the Presidency. Whoever achieves an absolute majority (176 votes) in the first ballot or whoever gets the most support in a second in which the two people with the most votes will compete will be won.

To reach 176 supports, the PSOE will need to add to its 121 seats the 31 from Sumar, the seven from ERC, the six from Bildu, the five from the PNV, the BNG and at least five of the seven that Junts has. Without those of Carles Puigdemont, the block on the left remains at 171 seats, one less than the 172 that the PP candidate could gather with his 137 deputies, plus the 33 from Vox, the UPN and, where appropriate, that of the Canarian Coalition.

Thus, the PSOE needs the affirmative vote of at least two Junts deputies to ensure that its candidate for the Presidency of Congress is ahead of the one presented by the PP in the second vote.

According to what parliamentary sources have informed Europa Press, both the PSOE-Sumar tandem and the PP calculate that they can each take another four positions on the Congress Table, which is made up of nine people, which implies that obtaining the Presidency would be key. to have a majority in the governing body of the Chamber.

The four vice-presidencies and the four secretariats are also elected in the constitutive session in two votes and the candidates who obtain the most support in each of them will remain with the positions.

Thus, the Socialists and Sumar count on achieving two vice-presidencies and two secretariats and the PP aspires to the same, whether it allies with Vox or only relies on its own votes. That yes, if those of Santiago Abascal want to repeat the position in the Table that they have had the recently finished legislature they will have to reach an agreement with the 'popular'.

That the left-wing block has a majority in the Table is convenient for both ERC and Junts, who have not gathered the necessary percentage of votes to form their own parliamentary groups and will need the government body to approve the formula they propose to achieve it .

To have your own group, you must have at least 15 seats or exceed five deputies and obtain 5% of the votes throughout the country, or 15% in all constituencies in which you compete. ERC and Junts have won seven seats each in the general elections, but in both cases there are two constituencies in which support does not exceed 15%, in the absence of data from the general vote.

Specifically, ERC does not meet this requirement neither in Barcelona, ​​where it has been left with 12.33%, nor in Girona, where it has scored 14.74%. On his side, Junts does not reach that threshold either in Barcelona, ​​a province in which he has garnered 9.68% support, or in Tarragona, where his mark is 11.08%.

The simplest thing would be for both pro-independence formations to share a group and incorporate the BNG deputy into it, who could stay the entire legislature or go over to the Mixed after a while. They would all add up to 15 deputies and the percentage of votes would no longer have to be taken into account. But, in principle, Junts and ERC prefer to remain separate because that way they would not have to share space, economic resources, or quotas for the initiatives and both could participate in all the debates and control sessions.

To achieve this, they must allege one of the formulas that the Board has supported in the past to give their own group to those who did not meet all the requirements set out in the Regulations who have gone through 'forgiving' some of the tenths that they lacked or for the loan of deputies from other groups. In any case, the last word will be the Board.

In exchange for their support for the Presidency of Congress, the Socialists and Sumar could also offer some vice-presidency or secretariat to the minorities, but these formations, with so few deputies, do not seem interested in one of these institutional positions. Yes, they could accept entering the tables of the parliamentary commissions, either as presidents, vice presidents or secretaries, positions for which they will require alliances with the PSOE and Sumar.
