The number of launches carried out again experienced an interannual decrease of 32.7% in the second quarter of 2023, to a total of 7,279, according to the data collected by the Statistics Service of the General Council of the Judiciary (CGPJ) in the report on the effects of the crisis on judicial bodies.

Of the total launches, 5,306 (72.9%) were a consequence of procedures derived from the Urban Leases Law (LAU), while another 1,497 (20.6%) were derived from mortgage foreclosures. The remaining 476 were due to other causes.

According to the report published this Friday, launches derived from foreclosures experienced a year-on-year decrease of 37%, while those derived from the Urban Leasing Law decreased by 32.6% and those derived from other causes decreased by 16%. ,2%.

Catalonia, with 2,274 launches - 31.2% of the national total - was the autonomous community in which the greatest number were practiced during the second quarter of 2023. It was followed by the Valencian Community, with 1,090; Andalusia, with 1,051; and Madrid, with 561.

Looking only at the launches resulting from procedures derived from the Urban Leases Law, Catalonia also appears in first place, with 1,621, 30.6% of the total. The Valencian Community follows behind, with 803; Andalusia, with 658, and Madrid, with 492.

Regarding those derived from mortgage foreclosures, Catalonia, with 415, was the territory that presented the highest number, followed by Andalusia, with 316, and the Valencian Community, with 251.

The report also includes the number of launches requested from the common notification and seizure services, although with the warning that this service does not exist in all judicial districts, so the data allows the evolution to be measured, but does not indicate the absolute values. . Furthermore, the fact that a release is requested from the common service does not mean that it has been executed.

With these premises, the available data reflects that the number of launches requested for common services in the second quarter of 2023 was 13,516, 21.1% less than in the same quarter of 2022. Of them, 6,248 ended with positive compliance, which represents a year-on-year decrease of 32%.

The report also shows that in the second quarter of the year, 5,161 mortgage foreclosures were filed, 17.3% less than in the same period of 2022.

The highest number occurred in Andalusia, with 1,064, 20.6% of the national total. They were followed by Catalonia, with 1,027; the Valencian Community, with 821; and Madrid, with 567.

However, if we look at the number of foreclosures entered in relation to the population, the Valencian Community stands out, with 15.7 entered for every 100,000 inhabitants; and Castilla la Mancha, with 13.4.

On the other hand, the report indicates that in the second quarter of 2023, 21,522 cases related to floor clauses were submitted to the specialized courts, which represents 2.5% more than in the same quarter of 2022.

In total, 29,669 cases were resolved, 19.9% ​​less, and 145,201 were pending processing, which represented a decrease of 21.7%. A total of 24,624 sentences were handed down, 97.4% of which were affirmative.

Regarding verbal possession trials for illegal occupation of homes for cases in which the owners are individuals, non-profit entities or public entities that own social housing, the report reflects that in the second quarter of 2023, 797 matters were filed. of this type, 2.3% more than the previous year.

The largest number of lawsuits (195) were filed in Catalonia, representing 24.5 percent of the national total. They were followed by the Valencian Community, with 137; Andalusia, with 130; and Castilla-La Mancha and Madrid, with 57 each.
