The Basque Country is one of the autonomous communities that has had the largest deficit in contributory pensions in the last decade, with an accumulated negative balance of up to 24,747 million euros until the end of 2022, in the midst of debate on the agreement between PSOE and PNV that will transfer the management of Social Security to the Basque Government in two years.

Currently, the pension model in Spain is a distribution in which contributors pay the retiree subsidy through the single fund, regardless of the autonomous community in which they live.

And the agreement between the PSOE and the PNV for the investiture of Pedro Sánchez commits to the transfer of the management of Social Security to the Basque Country within a maximum period of two years, which has once again brought to light the debate on the contributory deficit of the autonomous communities of Social Security.

However, this transfer to Euskadi will not compromise the single Social Security fund and the pensions of Basque citizens will continue to be paid with this model of solidarity between the different autonomous communities.

A report from the Foundation for Applied Economic Studies (Fedea) believes that the single cash system favors Basque nationalists given the strong deficit that the Social Security contributory subsystem presents in the Basque Country.

In any case, data from the Ministry of Inclusion, Social Security and Migration shows that the Basque Country is one of the communities with the greatest Social Security deficit, since it accumulates a negative balance of 24,747.4 million euros in the last decade. .

Specifically, the Ministry now headed by the Navarrese Elma Saiz provides data on Social Security income and expenses by autonomous community since the 2013 financial year.

According to these data, the Basque Country closed the year 2022 with a negative balance of up to 3,100.3 million euros between contribution income and pension expenses, which was 3,040.8 million in 2021.

Regarding the evolution of the contributory deficit in the last decade, it stands out that the Basque Country had a negative balance of 1,758.3 million euros in 2013, which rose to 1,803.4 million euros at the end of 2014 and increased at the end of 2015 to reach 2,076.4 million euros.

In 2016, the deficit of the Basque Country rose to 2,271.3 million euros, while at the end of 2017 it stood at 2,337.4 million euros. It increased progressively in 2018 to 2,564 million and in 2019 to 5,677.6 million euros.

And already in 2020, the negative balance of the Basque Country between contribution income and pension expenditure reached 3,117.4 million euros.
