The interim president of the General Council of the Judiciary (CGPJ), the member Rafael Mozo, stressed on Tuesday that the image that judges give of Justice is "essential", while stressing that their role is "to help citizens", seek "collective peace" and promote "coexistence".

This is how Mozo pronounced himself in Barcelona during the act of delivery of offices to the 171 judges of the 71st promotion of the Judicial Career and to the 44 magistrates and magistrates of the 22nd promotion of the fourth judicial shift in which the president also participated in functions of the Supreme Court, Francisco Marín Castán.

The act was presided over by King Felipe VI, who was received with an ovation by those present, and whom both Mozo and the president of the Judicial School, Jorge Jiménez, thanked for their support. "Your Majesty's presence ennobles those of us in Spain who serve the Constitution (...), thank you very much, Your Majesty", said the interim president of the CGPJ.

Within the framework of his speech, Mozo has called on the new judges to remember that from the moment they take office and assume their offices, they externalize the image of the Judiciary, through direct contact with citizens and with other legal operators . "The image we give of Justice is essential", he has indicated.

Thus, it has affected that with the delivery of offices they assume their role as judges "with all the responsibilities and obligations that this entails." In this sense, Mozo has assured that it is "a very big challenge" that lies ahead, but he has said that he is sure that they will be able to comply thanks to the training they have received at the Judicial School.

In line, the interim president of the CGPJ has pointed out that society "could not function without an efficient and quality public justice service" and that judges are a fundamental piece "to guarantee social peace and legal security, without which the development of a modern society is possible".

The member of the CGPJ has also stressed that as judges it will also be necessary for them to assume a "commitment" to "independence and excellence". "Your excellence in your work is what those who go to court expect and deserve," he added.

Likewise, he stressed that a rapid response is "fundamental" for women and minors who are victims of sexist violence. "Society requires us to be especially sensitive to gender-based violence," she stated.

Within the framework of his speech, Mozo stressed that public service means above all "delivery and vocation". "And in the case of us, the judges, this delivery must be guided by due independence as a rule of conduct," he pointed out.

In his speech, the interim president of the CGPJ has placed special emphasis on the presence of King Felipe VI at the event and has ensured that his attendance "exceeds what is merely protocol".

As he has said, it is an "expression of the Crown's permanent support for the Judiciary and its defense of the Constitution and the law for the benefit of all Spaniards."

Mozo finished his speech just as it began: with words of congratulations to the new judges for the "goal" they have reached. "You will not be alone in this task," he said.

The director of the Judicial School, Jorge Jiménez, also spoke at the event, making reference to the fact that, in an extraordinary way, the delivery of offices to a new class of judges from the opposition process has coincided with that of a promotion of magistrates and magistrates of the fourth judicial turn.

"Citizens' confidence that judges are indeed the guarantee of constitutional principles and rights is what legitimizes us, and will always legitimize us, as the Judiciary," he asserted.

In addition, Jiménez has highlighted "the strength and richness" of the system of access to the judicial career based on the "principles of merit and capacity", to "incorporate the greatest possible talent".

Likewise, it has indicated that, in addition to the impartiality and independence required by law, citizens expect from their judges "a prudent disposition, a responsible attitude and a sensitivity to social problems, with a gender perspective", compared to what has been described as "an increasingly individualized and polarized society in which it seems impossible to build consensus and agreements through dialogue and putting oneself in the other's place".

In this sense, he has highlighted that his training "has not been limited to mere legal knowledge", but also to what he has described as "knowing how to do" and "knowing how to be".

He also wanted to highlight that it is an "excellent" promotion that "has known how to overcome the difficulties" of the pandemic and "all the circumstances that have occurred." "It has taken a lot to get here and fulfill this dream, but you have achieved it", he congratulated them.
