The Consell and the State will collaborate on digital administration solutions


This Tuesday, the plenary session of the Consell authorized the signing of an agreement between the Ministry of Finance, Economy and Public Administration and the ministries of Economic Affairs and Digital Transformation and of Finance and Public Function for the mutual provision of basic digital administration solutions.

The purpose of this agreement is to establish the general terms and conditions for a common use of the basic technological solutions of digital administration and the conditions under which it will facilitate access to its public organizations and public law entities linked or dependent, as well as to the local entities, statutory bodies and groups and associations of municipalities.

Through this agreement, the aim is to continue promoting the provision of public services by electronic means to citizens and companies, facilitating their interoperability, and promoting the coordination of digital administration projects, with the aim of achieving maximum effectiveness and efficiency and with the purpose last to satisfy the public interest.

To this end, public administrations seek the construction of reusable applications, in order to encourage actions of sharing, reusing and collaborating, for the benefit of better efficiency.

Thanks to this agreement, the signatory parties will be able to use basic digital administration technological solutions such as Application and Network Systems for Administrations, known as the SARA Network; electronic identification and signature systems (Cl@ve, Port@firmas, @firma, AutenticA and TS@); the systems for the exchange of information, data and documents between administrations, among which is the Registry Interconnection System (SIR); the systems for making notifications available in electronic format (DEHú and Notific@); and the systems of empowerment and representation.

Also part of this agreement is the use of the Registry of Qualified Officials of the General State Administration (RFH-AGE); the electronic General Access Point of the AGE (PAGe); the Citizen Folder of the State Public Sector (My Citizen Folder); the definitive archive of files and documents (Archive); administrative information inventories (DIR3 and SIA).

The provision of these solutions may be carried out in product mode or in service mode, as determined by the General Secretariat of Digital Administration (SGAD) of the State, through the SARA Network, in accordance with the Technical Interoperability Standard of security requirements. connection to the communications network of Spanish public administrations.

This collaboration agreement does not entail financial obligations for the Generalitat. Each signatory party will cover the operational costs generated from their budgets.

The agreement will have a duration of four years, extendable for four additional years, and will be effective once registered, within a period of five business days from its formalization, in the state electronic Registry of Organs and Instruments of Cooperation of the State Public Sector.
