We believe that the civilplikt is necessary for the armed forces

In december 2015, the government decided to proceed with the overall totalförsvarsplaneringen – civilian and military – in order for Sweden to be able to respond to situations with the threat of war and, ultimately, to war.

The MSB has been responsible for coordinating the development of Sweden's civil defense, and driver totalförsvarsutvecklingen in conjunction with the armed Forces. Some government authorities are actively involved in the game. All of sweden's municipalities and regions have been elaborating on the details, and for more resources to be able to participate in it. The volunteer defense organizations are working hard to develop their business so as to meet the new requirements. The business will also be gradually involved in the work.

This ability is crucial for a society to be able to function in the event of a major crisis, a threat of war, and the war. It is also a pre-condition for Sweden's military capacity, if we are attacked because the armed Forces are dependent on the rest of society.

. It is based on the assessment of the on-going work, we are now able to conclude that the civilplikt will probably have to be included as a component of our success.

This does not mean that we will see civilplikten a förstahandslösning. Employees and volunteers are to be used as much as possible. However, we can see that there are areas where this is most likely not going to be enough, for example in the civil defence and the municipal fire and rescue service.

In the year Totalförsvarsövning by 2020, under the direction of the MSB, the Swedish armed Forces. This exercise is the first of its kind in more than 30 years of age. The representatives of almost all the key actors in the community to attend the event.

I am confident that this exercise will further highlight the challenges when it comes to a stable and sustainable supply of suitable employees of civil defense. Therefore, it would be great if the government now allows the investigation of the supply of personnel, and the possibility of re-activation of the civilplikten, which is a small, but important, component of this.
