UGT and CCOO remind the Government that labor migration is a matter of social dialogue

The UGT and CCOO unions have reminded the Government this Friday that the country's labor migration policy is a matter of Social Dialogue since, in 2004, the Government, trade union organizations and business organizations included it in the Declaration for Social Dialogue: competitiveness, stable employment and social cohesion.

Both entities make this note to the Executive after it was made public that the Ministry of Inclusion, Social Security and Migration is working on a draft that includes new figures for the regularization of foreigners through access to work. Among them, he wants to regularize undocumented migrants who are trained in sectors where there are no workers.

The unions have assured that they were aware that the Regulation and particularly some of its elements needed reform, long before the 2020 pandemic, and they warn that the Government had been so demanded. "What we could not expect was that the Government, and particularly the competent Ministry, decided to dispense with this baggage," they lamented.

Through a statement, collected by Europa Press, they regretted that the Executive "has broken in recent months, not only the balance and consensus around labor migration policy, but also accentuated its segmentation, to the point of turn it into a tailored suit, not for migrant workers, but for the supposed needs of certain sectors, without further consideration or demands".

In his opinion, the announcement of the reform of the regulation "is the latest in a series of decisions" which, as they have explained, "have the objective of attending exclusively to economic interests and avoiding, not just participation, but even the opinion of the most representative trade union organizations in this country, something that not even the previous governments considered".

"We regret that the Government is willing to blow up the Social Dialogue and the very idea of ​​a comprehensive labor migration policy, disaggregating decisions and powers in different ministries, with the result, more evident than ever, that there are first-class migrant workers and workers second-class migrants", have denounced UGT and CCOO.

In the same way, they have denounced that this situation leads one to think that there are jobs that are not covered because they must improve their precarious conditions and, on the other hand, it is assumed that these conditions are acceptable for migrant workers.

"We cannot understand that a Ministry whose policies must be built on the basis of Social Dialogue, renounces it and therefore a consensus comprehensive labor migration policy, ignores the most representative union organizations in this country, and acts in a way classist with respect to migrant workers", they concluded.
