The reform of the unemployment insurance alters the conditions of entitlement and their reloading. It would now be necessary to have worked for six months on the last 24.
Three-quarters of job seekers are worried that the reform of unemployment insurance, impacting their ability to meet their basic needs such as eating and housing, according to a consultation conducted by several organizations, including Solidarités nouvelles face au unemployment (CNS), the CFDT or the Catholic Relief services and made public on Thursday.
This consultation via the Internet was launched on November 1, 2019, upon the entry into force of the first component of the reform. The second component, which should apply to the 1st April, has been suspended until the 1st of September because of the sars coronavirus.

A reflection is underway in government to "adapt" to these new rules taking account of the social crisis caused by the epidemic. All the trade unions, as well as associations, want the withdrawal of this reform.
577 people (55% women and 45% men) responded to the consultation, 59% of whom were unemployed for over a year. In the course of the last 24 months, 51% had worked for more than six months, 34% of respondents had worked 6 months or less and 15% have not worked in the period.
Hardening of the calculation of the allowance
The reform changes the conditions for the acquisition of rights and their reloading : you must have worked six months in the last 24 against the four month on the 28th last past, the reload goes from one month to six months. The second component hardens the calculation of the allowance for workers alternating between short-term and periods of unemployment, which regards in the first place, the precarious workers.
74% of respondents fear"impact on their ability to meet their essential needs (housing, food)". They are 88% to evoke an impact on their "financial resources", but also fear for their mental health (74%).

"I have to find quickly a job. Otherwise my debts will accumulate and I will be in great social precariousness", is concerned about a person who responded to the survey. "We are in the midst of a crisis of the coronavirus, my contract fixed-term contract has just ended and the company where I work is closed, I can no longer work and I can't recharge my rights to unemployment with the new reform. It asks me to do 900 hours of work to be able to recharge my rights, I lack 400. I am unable to do so," noted another.
While the government is betting on changing behaviors by changing the rules, for "63%" reform "will not change their behaviour of seeking employment since they are already invested and active in their research".
