350 000 job seekers have benefited from an exceptional allocation for the containment. She came to a halt on may 31. A hard blow for the precarious.
For many French, the vise is released at the beginning of June whereas open terraces of cafes and restaurants. But not for all. For a large number of job-seekers, whose rights are completed during the health crisis, the hardest part is even to come.
Because it was difficult or impossible to find work in the confinement period, the government had extended the payment of their unemployment benefit (ARE) or their allowance of specific solidarity (ASS) since the 1st of march. According to the Unédic, 350 000 people have benefited from this gesture : 240 000 people have completely exhausted their entitlements during the period of confinement, while about 90 000 had worked enough to recharge their rights.
But that's it. The device came to an end on 31 may and it is now impossible for the government to extend it by a simple order as he could make it up to this... An amendment adopted by the joint mixed committee on 2 June act, this deadline of the end of may (with the exception of the inhabitants of Mayotte and intermittent) (1). A surprise for the unions who had requested that the scheme be extended till the end of June.

This blow hard has been condemned by several collectives of precarious sectors of the hospitality, events or tourism. Guides speakers, butlers, chefs, cook, delivery drivers... These 1.7 million of unemployed who work in the mission are worried about the difficulty to find a job when some areas were still under closure, there are a few days. "This is outrageous. We drop the unemployed as unemployment explodes", storm Denis Gravouil of the CGT.
"Those who clink glasses are those that bind the small jobs," related Michel Beaugas, Force ouvrière asked the government to drop all measures of the last reform of the unemployment insurance. If some of them, such as the degressivity have been contained, others continue to persist. Since November 1, 2019, the terms and conditions, for example, have hardened : it is now necessary to justify a period of six months of work over the past 24 months to receive unemployment benefit (compared to four months on 28 before). The recipients, which alternate between activity and unemployment can always recharge their rights when they are exhausted. But they must have worked a minimum of 910 hours in the last 24 months, whereas it was enough to have worked 150 hours ago.
"It has been forgotten!"
This new situation has ejected Xavier in the social minimum. Master of hotel for seminars (cocktails, buffets...) in the last ten years, it continued whilst the CDD to use for six to twelve hours, and was earning a rather good living : 1800 euros in off-peak periods to 3000 euros net per month. Paf. "Everything stopped in mid-march, with the confinement", he breathed. Problem: in part because of the crisis of the yellow vests, but also because he has returned to his studies, he recognises that 500 hours of work over the last two years. Insufficient to receive the allowance for the return to employment (ARE). It does not fulfil the conditions for entitlement to the allowance of specific solidarity (ASS). Xavier had no other choice than to make a request to RSA. After a first refusal, it was accepted during may. His wife not working, he collects € 875 per month. Enough to fill the fridge, but not enough to pay his rent. "It has been forgotten!, grieves-t-it. I'm never going to find a job before December, the permanent employees of my patterns are still partial unemployment." He now hopes to make its voice heard thanks to the collective that it has mounted (the Precarious Hospitality, Catering and Events).
There may be more long to wait. Emmanuel Macron must address the question of the future of the unemployment insurance with the social partners on 4 June.
