The device activity partial long-term could remain in force until 2021

On Europe 1, the minister of Labour Muriel Pénicaud has opened the door to an extension of this system until the end of 2021 for certain sectors.

While the government has assured that there would be no reduction of the compensation of partial unemployment for employees, or reduced its support for business on the 1st July, Muriel Pénicaud has opened the door to an extension of the activity system of partial long-term (APLD), on Europe 1 on Tuesday night.

"We do not exclude" this extension of the device, she said, adding, however, hoped "that we will not need".

This mechanism could help a number of sectors whose prospects are not immediately flourishing to rise, as "the automotive, aviation or tourism," said the minister of Labour. In these areas, particularly affected by the pandemic, the activity long-term partial would help the treasury "for six months, twelve months, 24 months, if necessary", according to the minister.

Future agreements of branches and businesses

But, as pointed out by Europe 1, this device requires future agreements in the branches and businesses, particularly on the level of employment : "It will take an agreement of the social partners to reduce working time" in a context of recovery of the business, while "the intervention of the State will compensate a part of the pay cut it represents". At the same time, "the company will need to engage in employment and training", explains Muriel Pénicaud.

The minister of Labour also discussed the necessary evolution of the partial unemployment "classic", which has helped "more than 10 million employees" since mid-march : "there is a basic system that needs to evolve also, because this is not the same as when it is confined completely. The shield must be total, and second, it must assist businesses in difficulty and to avoid unemployment. But it is always evolving", she stressed.
