The child welfare service makes a mistake

Sulman Hussain believes that I "rationalize criticism" when I answered on the Helsetilsynets rumblings about a reorganization of the child welfare service in the Newspaper. It is not true.

the Criticism against parts of the child welfare service is well known, also for us in the Directorate. In my op I am clear that Helsetilsynet do an important job, that it committed error in child welfare and that an offence is one too much. I'm further clear on that we take the criticism on the utmost seriousness.

After that the Directorate got the role of fagdirektorat for child in 2014, we have worked to identify utfordringsområder and suggest measures and improvements to the child welfare authorities. We had supposed that all were hurt well, had neither changing governments or we as fagmyndighet needed to do something special.

It is not the diagnosis , "it occurs errors in child welfare" we disagree in, but the cure: reorganization. It is here the misunderstanding is.

Hussain believes we avfeier Helsetilsynet and say they lack the documentation that "it burns in child welfare". No, we believe that Helsetilsynet missing documentation and evidence for their claims that it must be a reorganization , that it is what is the cure for the problems and that the planned measures do not work.

We do not reject any reorganization, but also calls for a better documentation of why, what it should solve and how. We call simply a well-founded plan for we do not believe the solution for the Norwegian child welfare service is to start again every time it detects errors and defects.

Hussain further argues that we do not work for a raising. It is a strange claim and Hussain may simply not be familiar with what the Directorate is actually doing.

Since we were fagdirektorat in 2014, we have had a broad mapping of the required competence and made surveys of the services as the basis for our recommendations to the ministry and government.

last fall, we launched a proposal for children and family a substantial competence boost in both the municipal and state child welfare authorities. In addition, we have tjenestestøtteprogrammet which is a training to the employees in the municipal child welfare service, veiledningsteam with experienced professionals and we are funding continuing education. To name a few. I encourage Hussain to read our annual report which reviews this thoroughly.

That it happens error in a barnevernssak is serious for those concerned. We know it is done wrong. It is not the same as to say that the entire system is in crisis and that everything must be rearranged. Child welfare is not one national agency, but many different actors: the municipal child welfare service, fylkesnemnda, the courts, state institutions, and Directorate/Bufetat.

We in the Directorate – which does not govern the municipal child welfare service, but is a fagdirektorat – will do everything we can for that child will be even better in the years ahead. It is not done by throwing away all the good that improvement efforts are underway, however, through the systematic use of all available knowledge when the new measures are designed, as well as by evaluating and documenting the effects of the measures.
