Personal microcredit: a loan for the unemployed and precarious jobs

the Financing of a licence or training, buy a car... These actions often required to find or keep a job may be difficult to perform. The personal microcredit, a loan of 300 to 5000 euros, is reserved for those excluded from the banking system.

Mohamed is relieved. In a few days, he is awarded a certificate allowing him to finally create his structure, transport of goods by road. A sesame highly anticipated by the auto-entrepreneur, which up to now could not respond to small tenders for the delivery of parcels.

"It was necessary that I should undergo a training of three weeks to obtain this certification. I asked the job center to help me finance it, but they refused. I did not even understood why. I had a little bit of economy, debt, my auto-company was too fragile and I arrived in the end of rights."

The thirty-year-old intends to speak of the personal microcredit for employment of the Adie (Association for the right to economic initiative). In a few days, his file is completed and its loan application accepted. "I have a year to pay off my loan of 1000 euros. It is quite playable!"

Have a professional project convincing

According to the barometer 2016 microfinance, more than 11 500 people were granted last year for a personal microcredit in finding a job or maintain it (not to be confused with the micro-credit professional granted to create an activity). This loan, which can vary between 300 and 5000 euros is used to buy, repair or rent a vehicle to get to work, financing of a driving licence, a move, or advance costs of training.

The beneficiaries are applicants for employment, recipients of social minima benefits, of employees working part-time or fixed-term contracts, interim, not having access to a bank credit classic, but animated by a professional project convincing. They are either identified by Pôle emploi or by social associations and charitable missions (local, " Restaurants of the heart, Hearth of young workers, the Action Fund Social Work Temporary...) to which they can also apply spontaneously. They are then directed toward the banks approved by the social cohesion Fund, an entity of the Caisse des Dépôts, which guarantees the loans. In general, these financial actors practice an interest rate between 4% to 5%, generally without administrative fees, for a period of repayment ranging between 6 and 36 months.

very strong

At the head of these organizations, we find the Group Caisses d'epargne and the Adie. These two players hold more than half of the market. "Since we rolled out this service in 2008, the volume of micro loans personal for salaried employment is growing 20% per year, while we have little news on the subject, says Emmanuel Landais, director general of Adie, which, unlike the other structures, shows a rate of interest of 7.6% and a handling fee of 5% of the amount borrowed.

We had the ambition to fund 4500 persons per year, by 2017, we will reach without doubt the 5000." More than training or relocation, the main claim of the applicants to this loan is linked to the mobility. Has Adie, it relates to 9 the borrowers on 10, including a 42% of women and 38% of young people under the age of 30 years. According to Dares, the lack of means of transport or their cost is hampering the job search of about 40% of the beneficiaries of social minima.

No car, no CDI!

This was the case with Carole. This commercial all-terrain, unemployed since 2013, and related to the RSA, did not have enough resources to buy a vehicle. "All of the recruiters asked me if I had a car and every time I said no, the position I was in the nose. I didn't have a large cash flow and my bank remained adamant. Then I turned to Adie. I got a credit of 3,000 euros that I have to repay over 36 months."

Same problem for Linda, a young acting in the insurance. "Having a car was one of the conditions for obtaining the commission that I was hoping for. I had just moved to Paris, I was far from having the necessary budget and anyway, my status as interim did not allow me to access a loan. Thanks to Adie, I was able to borrow 2500 euros and earned my COMMISSION."

positive results

Linda is far from the only one to achieve his career objective with the microcredit staff. According to a study of the impact of the Caisse des dépôts, two-thirds of borrowers have seen their situation improve or be preserved. A figure almost identical to Adie. "The terms and conditions of employment have progressed to the precarious jobs, who were able to switch on the CDI and/or full-time, or temporary employees who were able to accept assignments that are more numerous or longer," stresses Emmanuel Landais. Not to mention the positive effect on the level of life of the beneficiaries and on their morale. "This micro-credit has really contributed to my stability," says relieved, Linda, who is preparing for a BTS by correspondence. Confident, Mohamed is already at the head of an LLC, "with two-three trucks and employees". As for Carole, a victim of health problems disruptive, she decided to retrain following a training beautician, in order to create his own business, funded this time by... the Pôle emploi and the Agefiph.
