Immigration : the Quebec plays its reputation

Change of personality at the head of the portfolio of Immigration in the quebec government. The opportunity to clarify a policy misunderstood ?

a symbol. Two days before the national holiday of Quebec, which takes place on the 24th June, the day of the St Jean-Baptiste, the Prime minister of the province has overhauled surprise. It has exfiltré of the department of Immigration, the youngest of his team, the brilliant but controversial Simon Jolin-Barrette, who has piloted two of the reforms on the most sensitive of government - the law 21 on secularism and the overhaul of the immigration system. And he has appointed in his place a woman of experience, Nadine Girault, who already holds the portfolio of international relations and la francophonie.

Nadine Girault, like many other ministers, has made quite a journey in the private sector, particularly in the financial sector before entering politics in 2018 under the colors of the CAQ (Coalition Avenir Québec, a party founded by François Legault, to become the Prime minister in the fall of 2018). She is also a face of cultural diversity, since this native of the Missouri is of haitian origin.

Should there be a sign, a deliberate change of style and tone on the immigration issue ? A lot of hope : the opposition (Andrès Fontecilla, mp for Québec solidaire, published Wednesday, June 24, in The Sun an open letter to the new minister), companies, universities... and of course the immigrants. First and foremost, those currently living in Quebec under a temporary status, whether they are students or workers, and sought to obtain permanent residence.

A goal increasingly difficult to achieve. In fact, for the past eighteen months, the reputation of Québec as a land of hospitality is undermined. In February 2019, the government Legault began by wanting to cancel 18 000 cases pending under the skilled worker Program.

and Then in the fall of 2019, he wanted to challenge the very popular Program of the quebec experience (PEQ) allow foreign students and temporary workers to benefit from a fast track to get the Certificate of selection of Quebec and thus to permanent residence.

The project, which limited drastically the access to the PEQ, had immediately raised an outcry, both among academic leaders that among employers : the province of Quebec then suffering a serious shortage of manpower. Jolin-Barrette had had to revise its copy, and then the pandemic has spread, the containment has frozen the activity, unemployment has exploded and the end of may the one who was still minister of Immigration revealed a new version of the device. Without convincing : significant access restrictions remain. The students ' associations, businesses and higher education institutions are again mounted in the niche.

The signal given is indeed worrying. Certainly, since his election, François Legault, has never ceased to hammer home that he wanted to better align the selection of immigrants on the demand. "Immigration is also an economic portfolio. We have the right and even the responsibility, to recruit new entrants that meet the needs of the labour market ", he reiterated Monday, June 22.

Except that this job market can turn around - as evidenced by the recent events - and that some trades remain in tension, including when unemployment is increasing : the Quebec lack and always in need of caregivers and teachers. In the sectors of the future such as new technologies, the war for talent is still raging.

most Importantly, a successful immigration is not just a job (even if it's necessary) : it is a desire of life, a willingness (and effort) of integration, human and social, well beyond the response to a need for labor at any given moment. It is also the means to consolidate the relations of nation to nation, that benefit the economy and culture of the two partners. And strengthen their capacity to influence in the world.

The signal given by the appointment of Nadine Girault will it be enough ? Nadine Girault will she seize the opportunity of its dual mandate (immigration and international relations) to integrate, finally, the dimension of (geo)political thoughts of government ? It would be the time, before the Quebec taint them permanently its reputation as a land of welcome and gives the impression of fold in on itself. Because then it will be very long to regain the trust of the candidates for expatriation.
