They have also paid an average of 151 euros for costs incident to banking. In 2018, "the average amounts of fees, in the intervention and costs of rejection were high, for the customers who had paid, with respectively 140 and 210 euros", says the organization. This reduction of the invoice by the bank for the most vulnerable reflects "the effective implementation of the commitments for professionals in the field of caps on these charges," says t-it.

Under the pressure of the State, the banks were committed to limiting as early as 2019 costs incident to banking 25 euros per month for customers in fragile and € 20 per month and 200 euros per year for the beneficiaries of the specific offer, a basic banking service charged three euros per month, maximum. These caps have cost the major banking groups more than 400 million euros in 2019, says the OIB.

The report also confirms the take-off of the specific offer. By 2019, more than 512 000 customers fragile, that is, 15% of them, were beneficiaries of that offer basic bank, a figure up 33% compared to the previous year and 46% in two years.

Available from October 2014 for people in precarious financial situation, the specific offer has long been little called upon, mainly due to the lack of advertising done by the banks.

But the trend is starting to reverse, under the combined pressure of the banking supervisor and the State in the past two years to better promote it.

The "client-specific offer" have paid an average of 69 € last year for incidents that banking and 139 euros in annual banking fees against 185 euros in 2018, the Bank of France.

So far their identification is based on a combination of objective factors - such as incidents of payment to rehearsal for three months, or a procedure of over-indebtedness is deemed admissible - and of criteria left to the discretion of the banks - such as the taking into account of the amount of income available and the level of expenditure.
