The Women's Forum has made seven recommendations to the G7 countries who get together in two weeks for a summit that is marked by the pandemic and its consequences. Why draw attention to the role of women ?

Chiara Corazza : It is necessary to act to ensure that women are able to be there where they can have an economic and social impact in both a positive and decisive. In the world post-Covid 19, even more than before, and we cannot do without their contribution, this value-added. We have identified seven key areas for the future and we make recommendations specific, achievable, which may be adopted by the member countries of the G-7, in spite of their differences of situation or legislation. To achieve these proposals we have made an enormous amount of work, necessary, diagnostic or encrypted.

Your first recommendations focus on female entrepreneurship. You identify a lever very hard to strengthen the companies created by women : shopping...

Yes ! Governments should engage in active policies for the promotion of female entrepreneurship, because it is a source of growth. And the choice of providers, is a powerful lever : it would exist in the world 240 million of women owners or women entrepreneurs, which represents 35% of the chain of purchases. But they only get 1% of the amounts of the calls for tenders by public or private ! This is not bearable. It is necessary to introduce rules to oblige companies to comply with parity in their supply chains, and exclude purchases made on the companies which do not comply with the laws on equality between women and men.

Procter & Gamble, for example, has been working on a tool to ensure the diversity of its suppliers. Governments must also lead by example in public procurement, by ensuring that businesses owned or led by women are equally represented in the calls for bids and in setting targets for progression from one year to the other. Access to finance by women entrepreneurs is another important issue : we propose the creation of a "code of good conduct" for the investors coming from the best practices observed in the countries of the G-7 and a ranking of the funds that respect the better.

You attach also to the jobs of tomorrow...

It is necessary to prepare women to occupy positions from which we construct the world of tomorrow. This is the core issue of their presence in the scientific and technical professions so-called STEM (science, technology, engineering, mathematics), or their place in the development of artificial intelligence. However, women today make up only 24% of employees in the technology sector in the world. Automation threatens more : 9% of men and 11% of women could lose their jobs by 2022 as the result of these transformations.

therefore, It is vital for the future as they form and engage in these channels, regardless of their age. We call on the governments to establish by 2025 a target of share of girls in the areas of education, STEM, and to tie the financial assistance paid to educational institutions for the achievement of this objective. It is also necessary to deploy massive campaigns of information to attract women to these sectors.

Why is it important to recruit more women to careers in tech ?

If we do not, we run the risk of increasing the gender bias in society. This is obvious with the artificial intelligence (AI), where only 22% of employees are women : most algorithms exclude diversity. But we should also look at the question of the valuation of the trades and women, and their usefulness to the company. the hourly rate of a lawyer is from 600 to 1000 euros, that of a nurse of 8 to 10 euros. is it sustainable to be acceptable ? I don't think so...

During the containment, with the massive use of telework, the subject of the joint professional life-personal life became even more critical. How to make progress on this point ?

of Course, the situations are very different from one country to the other. We have in France a very favourable to the work of women, both by the maternity leave and childcare solutions. This is not the case in the United States, where the pay during maternity leave depends on the good will of the employer, or in Germany, where the children are taken care of in the morning. On the other hand, it is a point on which all the countries of the G-7 are at the same level : it is the imbalance between women and men in the sharing of household tasks. We recommend the establishment in all countries of paternity leave paid one-week, two days before the birth.

How to make women participate more in decision-making in the public and private sectors ?

It is necessary to adopt a proactive policy. We recommend that governments commit themselves by 2030 to achieve gender parity in Parliament (through the law), and in their ministerial teams. Today, only two countries in the G7 have a government parity : France and Canada. In regard to the representation of women in our parliaments, we do less well than Rwanda or saudi Arabia ! Women must participate on the same basis as men in the design of public policies, and international negotiations.

This issue of governance is crucial. It is also valid for the companies : it takes measures to ensure that by 2030, it reaches in our country to a balanced presence of men and women in the boards of directors and management committees. To the States to decide how they want to achieve, with or without quotas. And to lead by example through the public enterprises.

We give our recommendations to each of the sherpas of the member countries and we are preparing an expanded version for the us administration. Our role is to alert on the importance of these topics and to encourage governments to integrate them in their thinking. We also propose the creation of a working group within the g-7, to verify each year that the commitments made have been applied. This monitoring group could be established by representatives of women's networks of the seven countries ; it might build instruments to measure common (on female entrepreneurship, gender parity in funding, the governing bodies) and make up the good practice. The responsibility of the G7 is great if he does not want to be overtaken by the G20 in this field.
