public use of the consultancy services is constantly growing. Unfortunately, restricting attention around milliardutgiftene themselves as a rule to softisregninger, harry budsjettfinter and debates on a very general level.
Such is rarely constructive debate or effective public control. This week told the Aftenposten, a story that should change on this.
The last few years has the consultancy firm PwC and in particular partner Are Muri been storleverandører of services to the Directorate of e-health. Muri has been brought in to manage the work with what is one of the state's largest e-health initiatives, the so-called Akson-project.
Since 2012 the ministry of Health and the Directorate for e-health has paid at least 273 million in fees to PwC, where nearly a third have been linked to the Muris work and projects.
In the work have Muri both served as direktoratets project manager, with associated office space, e-mail and mission towards the outside world, and that PwCs partner and responsible for the sale of services to the agency.
the Story of Muris work for the agency distinguishes itself apparently not significant from the way many private companies also bring in consultants to assignments and interim management positions. It remarkable is the length and scope of Muri and PwCs involvement, and that this is one way the state chooses to solve the puzzles.
In the years where Muri to have worked virtually full time for the public, he has taken annual distributions as a partner in the PwC of around four million. The total income has been even higher. It is not a final salary one would usually associate with tjenestepersoner in the state, even on toppledernivå.
This use of contracted consultants in leading positions, both in principle problematic, costly and in violation with the policy for executive pay in the state. Several experts in Aftenposten-the case also points out that the cooperation and the processes around can be in conflict with procurement regulations.Turn On the LydErrorAllerede plus customer? Now more of the opposition parties in Parliament a full review of the direktoratets the use of consulting services. It will be a good idea for several reasons. First, is it absolutely necessary to get the clarity of what has happened in the agency and whether the practice is appropriate. Second, it will be helpful for an agency that faces a megaprosjekt to get an outside-in look at their own practice.
And for the third, as will the review and evaluations could lay the foundation for a better debate on consulting services in the state and the municipalities in the years ahead. It is needed.the Virus wasn't the outer right Comment You can submit your article and opinion piece in Dagbladet here
