"Hundreds of thousands" of people have been left without "normal access" to drinking water in areas affected by the partial destruction of a dam in the Kherson region, according to Ukrainian President Volodimir Zelensky, who considers this incident a test more that "Russian terrorists" pose "a threat to all life."

Some 100,000 people lived in the flood-affected area before the Russian invasion, and Zelensky estimates that "at least tens of thousands are still there." The president has promised to help the victims, but has also assumed that this assistance can only reach "the territory controlled by Ukraine."

"In the part occupied by Russia, the occupiers are not even trying to help the people," Zelensky denounced on Twitter. "This shows the cynicism with which Russia treats the population whose land it has captured and what Russia really means to Europe and the world," he added.

The President of Ukraine has denounced that the destruction of the dam was a deliberate act, attributed to the placement of explosives. Moscow, however, has denied any responsibility and has directed its accusations against kyiv.
