The Popular Party has proposed a rate of 50 euros for self-employed workers under 25 years of age who are studying higher, regulated or Vocational Training studies, as stated in the electoral program for the municipal and regional elections on May 28.
The formation led by Alberto Núñez Feijóo considers that the self-employed, along with SMEs, are a “fundamental element in accelerating growth and job creation”, but they are “those who are suffering the most from the erratic economic policy of debt and inflation of the current Government” by Pedro Sánchez.
The PP, which also proposes a “zero rate” for new self-employed workers, seeks to promote entrepreneurship among young people with a “50 rate.” “In the case of students, the contribution by the autonomous governments will be the amount corresponding to the full quota of self-employed workers up to 50 euros for those self-employed workers or self-employed workers under 25 years of age who are studying higher, regulated or FP, and the flat rate period has ended”, reads the PP proposal verbatim, to which Europa Press has had access.
This framework program for the May elections, which has been coordinated by former minister Iñigo de la Serna and the PP’s deputy secretary for Social Policy, Carmen Fúnez, will be presented by the leader of the PP, Alberto Núñez Feijóo, this Sunday in Guadalajara, in an act in He will be accompanied by the president of PP in Castilla-La Mancha, Paco Núñez.
In the first place, this framework program includes the measure that Alberto Núñez Feijóo advanced a week ago promising a “zero rate” for the first year of activity of a self-employed person. That announcement was made precisely at the IV Entrepreneurs and Self-Employed Forum, organized by the Association of Self-Employed Workers (ATA).
“We will promote the entrepreneurship of the beneficiaries of the state flat rate through the contribution by the regional governments of the amount corresponding to the 80 euros of the plan rate for 12 months, and another 12 months in case of not having obtained income above the Minimum Interprofessional Wage”, it indicates in the text.
In addition, the PP is committed to favoring and encouraging “the hiring of the first worker by the self-employed.” In addition, it says that it will allocate aid to increase the workforce from that first worker, with special treatment of vulnerable groups.
In the digitization section, the PP maintains that the digital transformation of the self-employed “is not an option” but “a necessity”, given that the drive for digitization is key to improving efficiency in business management and increasing competitiveness.
To support this process, the party undertakes to “launch measures such as aid for the purchase of hardware and software, management tools, billing and accounting, or CRM’s, and others for the development of web pages, applications, payment gateways , positioning and management of social networks and own e-commerce or through large platforms”.
In addition, the PP bets in its program on generational replacement plans with the aim that “those unemployed who are in a position to start a business have the possibility of continuing an existing business and that it will lose its continuity due to lack of succession”.
“We will establish, for you, a record of business without business succession and guidance and tutoring services in the transfer process”, explains the party that directs Feijóo.
The ‘popular’ also promise to establish specific measures aimed at the self-employed and entrepreneurs that “eliminate administrative obstacles and streamline their relationship with the Administration through administrative simplification laws that include, among other issues, the possibility of establishing positive silence, the responsible declarations and post control or impact test of administrative charges”.
Along the same lines, he continues, the PP will apply “the policy of the first administrative notice without sanction, publicizing the breach in a reliable way and allowing a period for its correction.”
In the document, to which Europa Press has had access, the PP maintains that the self-employed constitute “a fundamental pillar in the economy and in society” and have been, along with SMEs, one of the sectors that “has suffered the most from the effects of the pandemic and those who are suffering the most from the erratic economic policy of debt and inflation of the current Government”.
The PP assures that, since the self-employed and entrepreneurs are a “fundamental piece to accelerate growth and job creation”, it wants to propose measures to support them “from a triple perspective: help those who want to start an activity; support those who have already undertaken it, and improve the social protection of the self-employed, making the second chance possible”.
For this, the PP continues, it is necessary to promote “a comprehensive economic policy, an institutional, labor and regulatory framework that promotes entrepreneurship; creation; development; growth; innovation, and the internationalization of business projects that generate employment and of wellness”.
According to the PP, it is “essential to facilitate access to financing for the self-employed and small and medium-sized companies and to reinforce and develop new alternative channels to banking”. “We are determined to continue reducing obstacles for entrepreneurs, especially with regard to licences, regulations and prior controls. The key is not to regulate more, but better,” the document concludes.
