This Saturday, the PP will win the Presidency of the Spanish Federation of Municipalities and Provinces (FEMP) after the eight years in office of the socialist Abel Caballero. For this position, the leader of the PP, Alberto Núñez Feijóo, has chosen the mayor of Jerez de la Frontera and 'popular' senator, María José García-Pelayo.

In this way, the arrival of the PP to the Presidency of the FEMP will complete its municipal hegemony after the elections last March 28, which have allowed it to lead thirty provincial capitals and be the party with the most mayoralties in Spain, governing more than 3,220 municipalities, 46.5% of all city councils in the country.

This will allow the 'popular' to hopefully win the Presidency of the municipal organization in the Plenary Session that is being held this Saturday at IFEMA to renew the FEMP Governing Board after the municipal elections last March 28.

The leader of the PP has ruled out placing a mayor of a provincial capital in this position and has decided to opt for an Andalusian profile to preside over the municipal organization, after the results achieved by the federation led by Juanma Moreno in 28M.

García-Pelayo obtained the absolute majority last March 28 in the mayor's office of Jerez de la Frontera, where she once again obtained the baton after having already been mayor in two previous stages, between 2003 and 2005 and 2011 and 2015.

In addition, Feijóo has chosen the mayor of Santander, Gema Igual, to occupy the vice presidency of the municipal federation, while the spokespersons will be occupied by the mayors of Valencia and Zaragoza, María José Catalá and Natalia Chueca, respectively. GAMARRA AND THE GOVERNMENT WILL ATTEND

The general coordinator of the PP, Cuca Gamarra, will represent the leadership of Genoa in this Plenary Session of the FEMP and will personally attend the celebration of this session this Saturday to showcase the territorial power of the party.

There she will coincide with the Minister of Territorial Policy and spokesperson for the acting Government, Isabel Rodríguez, who has also announced that she will be present at this event held by the FEMP to renew its Governing Board.

The FEMP was created in 1981 as a voluntary membership body that represents local entities in their relations with the State and other institutions, and to which it advises and offers training. Today it has 7,410 members, divided into municipalities, provincial councils, Balearic island councils and Canary Island councils, which represent more than 95 of the local governments in Spain.

The presidency of the FEMP has always corresponded to PSOE or PP, the majority parties, but the Governing Board includes 25 members from different formations based on the electoral result of the May 28 elections.

The local member entities of the FEMP are represented in the Plenary, which have between two and 100 votes each depending on their size. It is this body that elects the governing bodies of the Federation.

Attendees can present candidatures on closed lists if they have at least 5 percent of the votes of the Plenary, lists that do not belong to a party but can and usually do include several of them: the candidates represent local entities , not to their formations.

In a first vote, the president and second vice president are elected, who are the first two candidates on the list with the most votes; The first vice president will be the number one of the second most voted candidate.

In a second vote, the rest of the members of the Governing Board are elected: the first ten candidates from the list with the most votes, the first nine candidates from the second and the first candidate from the third, fourth and fifth candidates. If a candidate received two-thirds of the votes, it would be elected in its entirety.

The institution has drastically reduced its spending and income budget in recent years, from 60 million in 2010 to 20 million in 2014, although the big adjustment occurred between 2012 and 2013, when the budget was cut by more than half. The last one known, that of 2020, stands at 17.2 million euros.

Its income comes mainly from official subsidies (10.08 million) and members' fees (5.1 million). Regarding its expenses, a third of the budget is dedicated to monetary aid to local entities (5.8 million) and another 7.3 million to pay personnel expenses.

The members of the Governing Board and the Territorial Council do not receive any remuneration or compensation for carrying out their duties and are paid the cost of traveling to the meetings.
