The Henry Dunant foundation, mediator in the disarmament of ETA, will be the verifier of the PSOE and Junts in Geneva

The Henry Dunant Center for Humanitarian Dialogue, which mediated in the negotiation of the end of the terrorist group ETA and the Government of José Luis Rodríguez Zapatero, is the figure of the international verifier to guarantee the agreement between the PSOE and Junts, as announced ' The Spanish'.

This organization will sit at the table this Saturday in Geneva between the PSOE delegation, led by Santos Cerdán, and that of Junts, led by Jordi Turull. The aforementioned media explains that Zapatero "has been a key player in the rapprochement between Pedro Sánchez and Carles Puigdemont."

He also points out that it was the former Catalan president, who has been in Belgium for six years fleeing from Spanish justice, who "a year ago" took the initiative to contact Henry Dunant and that the head of the Executive would have accepted this verifier "given the close relationship both with Javier Solana - honorary president of the entity - and with Zapatero".

As the organization explains on its website, Henry Dunant, based in Switzerland, has the mission "to prevent and resolve armed conflicts through dialogue, mediation and discreet diplomacy" and boasts of bringing together "all parties" to "find The road to peace". Among his mediation tasks, the end of the separatist conflict between the Government of Indonesia and the Free Aceh Movement stands out after 29 years of armed struggle, in Libya or in the south of the Philippines.

In addition, it "executes mediation and peace-establishment projects in Africa, the Middle East, Eurasia, Asia and Latin America," as explained on its website.

The President of the Government, Pedro Sánchez, defended again this Thursday the figure of the international verifier agreed by PSOE and Junts, insisting that it is an "exceptional mechanism" to facilitate dialogue and eventually the agreement, while at the same time it has not wanted to confirm that the first meeting with Carles Puigdemont's team will take place in Geneva (Switzerland) this Saturday.

"If two do not understand each other, having a third party accompany us in this verification work is good news because it can effectively help us reach agreements," he said in an interview on TVE. "Hopefully in the future we will not need this verification system because that will mean that we have built a trust" that "honestly," he has acknowledged, we do not currently have in a "complete or total" way.

PSOE and Junts will meet in Geneva, in the first meeting between both parties after they closed an agreement for the investiture of Pedro Sánchez. Although the initial intention was for the meeting to take place this week and begin talks in November, it will finally take place later.

The agreement signed by PSOE and Junts contemplates an international verification mechanism responsible for "accompanying, verifying and monitoring the entire negotiation process and the agreements reached between both parties."

After the signing, Junts revealed that the meetings will take place outside of Spain, they will be held monthly and the former Catalan president, Carles Puigdemont, who has been in Belgium for six years fleeing from Spanish justice, will participate.

The PSOE considers that holding these meetings represents significant progress with respect to the situation experienced until now with the post-convergents with whom there was practically no dialogue while now they are going to sit down and talk.

In any case, they advance that they will conduct these conversations with discretion and will communicate the agreements when they occur, but they do not plan to make public the minutes of each meeting. Nor do they move forward if they see possibilities of reaching agreements in the short term. Rather, they point to long-term conversations based on the points included in the text of the agreement.
