The Government remains convinced that an agreement will be reached for the investiture of the current acting president, Pedro Sánchez, after learning of the conditions expressed by the former president of Catalonia Carles Puigdemont (Junts), since the votes of his formation are essential for achieve the necessary majority.

This has been indicated by government sources, who consider that the words pronounced yesterday by Sánchez, who affirmed that the agreement "can, must and will be done" are still valid 24 hours later, and already with Puigdemont's conditions on the table.

They also think that nothing has changed, regarding whether the agreement is further away or closer, because the numbers remain the same and they interpret that Puigdemont has fundamentally addressed his party and his followers in the message released this Tuesday.

This very morning from Belgium, where he is on the run from Spanish justice, he has communicated the conditions to negotiate an investiture, which go through amnesty and the admission of the legitimacy of the independence movement without renouncing unilateralism.

Although the former Catalan president has also mentioned the holding of a referendum in Catalonia, the sources consulted interpret that after listening to Puigdemont it is clear that the demands for amnesty and a self-determination referendum are on different levels, that is, he has given preeminence to first over the second.

On this point, Puigdemont indicated that only a referendum agreed with the Spanish State could replace the mandate of 1-O and that there are no constitutional impediments to holding it, under the protection of article 92 of the Magna Carta, as mentioned.

In this regard, the government spokesperson and acting Minister for Territorial Policy, Isabel Rodríguez, has avoided specifying whether or not these demands expressed by Puigdemont have a place in the legal system and in the Constitution. This is how she expressed it at the press conference after the Council of Ministers that was held this Tuesday at La Moncloa.

For his part, the acting Minister of the Interior, Fernando Grande-Marlaska, also present at the press conference and questioned about this matter in his capacity as a magistrate, has indicated that all the measures adopted by the Government are always within the constitutional framework. although he added that they will study "all the scope" of Puigdemont's requests.

"That is what drives us, what determines us and what causes us to study all the scopes with a specific and clear objective, to guarantee coexistence in our society," he said without providing further details.

In this sense, the same sources consider that the leader of the PP, Alberto Núñez Feijóo, is "picking up the reel", for rethinking the meeting with Junts after hearing Puigdemont's conditions.

THEY ARE SEPARATED BY "A WORLD" FROM PUIGDEMONT

Likewise, Rodríguez has indicated that "a world" separates them from the positions expressed by Puigdemont and they are "at the antipodes". In addition, he wanted to make clear his formula to address this situation. "We have a tool, dialogue; a framework that is the Constitution and an objective, coexistence", he affirmed.

Along the same lines, he wanted to send a "message of tranquility" to the citizens by pointing out that "no one believes that the wolf is coming" since President Sánchez and the Government have shown that they enforce the Constitution throughout Spain. "Pedro Sánchez has guaranteed that the Constitution is complied with in all territories," he added.

"It has been proven these five years that no matter how much they said that the wolf was coming, that Spain was breaking and that we were sold, what has turned out more forcefully than ever is that the Constitution is in force throughout the territory", added more forward.

THERE IS NO COORDINATION WITH DÍAZ TO NEGOTIATE WITH PUIGDEMONT

On the other hand, regarding the visit of the second vice president and acting Minister of Labor, Yolanda Díaz to Puigdemont in Brussels, Isabel Rodríguez has insisted that she came as leader of Sumar and not on behalf of the Executive.

On this matter, Moncloa sources reiterate that the meeting did not take place in the capacity of vice president and explain that there was no public censure from the Executive because in their opinion a party could not be disavowed.

They also flatly rule out that coordination or a distribution of roles is taking place between PSOE and Sumar to negotiate with Puigdemont and ensure that the Socialists have a different way of working. However, they do not specify whether in the future there will be meetings between the leaders of the PSOE and the leader of Junts.

FEIJÓO HAS NO CHANCE OF SUCCESS

When questioned about Feijóo's criticism of Díaz's trip, who has come to ask for his dismissal, Isabel Rodríguez reminded the PP leader that he has the investiture on his hands "something very important" that should concentrate his full attention.

For Rodríguez it is clear that the PP only has one possible partner, Vox, and it has no chance of carrying out the investiture because it cannot speak with other formations.

"Meetings can be organized with Gamarra and Pons, and perhaps tomorrow he can meet with Bendodo and Bravo, but he has few possibilities for dialogue with other political formations and, therefore, it is clear that he has no chance" of success in the session of investiture on September 26 and 27.
