The vice president of the European Commission (EC), Margaritis Schinas, has stated that Brussels "closely follows" the "developments" that are taking place in Spain, in a veiled reference to the amnesty that the PSOE has agreed with the pro-independence parties, ensuring that will assess the measure based "on the facts" and "the law"

"There are developments that we are following closely, we are going to assess these developments as always, based on the facts and based on the law," Schinas stated at the EU Law Summit organized by the ICAM in Madrid, where he indicated that The European Commission always "applies the law" reflected in the European treaties.

During his speech, in which he did not explicitly mention the amnesty law, he did highlight the importance of defending the separation of powers, stressing that "no power can be superior to another" and that the executive, legislative and judiciary must respect each other.

Citing the French philosopher Montesquieu, the vice president of the European Commission has stressed the need for a rule of law to "establish limits of one power for another power", since if there are no counterweights it can lead to its abuse.
