This Friday, the Parliament endorsed making the investiture of the socialist candidate, Pedro Sánchez, conditional on him "committing to work to make the conditions effective" to hold a referendum on the independence of Catalonia, with 64 votes in favor, 54 against and 9 abstentions. .

This is stated in a resolution presented by ERC and Junts and approved in the final vote of the General Policy Debate (DPG) with the support of these groups, the abstention of the CUP and the vote against PSC, comuns, PP and Vox - -Cs has not voted in protest against its admission to processing--.

The document, which Junts and ERC closed late this Thursday, reaffirms the Chamber's will to resolve the Catalan conflict through political and democratic means and urges the Government to "take all appropriate actions" to achieve the referendum.

With this - the resolution continues - "the mandate that came from the referendum of October 1, 2017 may be replaced by a new referendum agreed with the State."

The proposal of Junts and ERC has generated discomfort in the socialist ranks, according to sources from the parliamentary group, which insists on demanding discretion and prudence in relation to the negotiations for the investiture.

In fact, hours after the ERC and Junts proposal to condition the investiture to the referendum was made public, PSOE and PSC warned in a joint statement that "there is no possible progress" along that path.

On the other hand, and at the proposal of the CUP, the Parliament has approved another resolution that places the Catalan institutions and the mobilization as the "only democratic guarantee" to advance in the rupture - says the text - that the 1-O represented and in an international negotiation framework.

The Catalan Chamber has rejected, however, "not cooperating in the stabilization of State institutions until it recognizes" self-determination, an initiative of the CUP that Junts has supported, while ERC has abstained.

SUPPORT FOR AN AMNESTY

The Parliament has also expressed its support for an amnesty for those prosecuted for the independence process in a resolution registered by ERC, Junts and the CUP, with the vote in favor of these groups and the comuns, and against PSC, Vox and PP - here Cs has not voted either -.

The text, which has been successful with 80 in favor, 47 against and six deputies who have not voted, calls for starting from the bill for an amnesty that ERC, the CUP and Junts registered in 2020 in Congress with the support of entities Catalan, and which was not admitted for processing by the Lower House Board.

Thus, the Parliament has demanded to include in the amnesty "all the people retaliated for political reasons in this case in defense of rights and freedoms in the context of the social and political conflict", as requested by the CUP.

COMUNS AND PSC PROPOSALS

On the other hand, the Catalan Chamber has rejected the proposal of the commons to endorse the amnesty in order to "definitively close the judicialization of the conflict", although it has endorsed the part of the text that defended advancing self-government.

The proposal of the comuns on amnesty has received the support of ERC, while Junts has abstained and the rest of the forces, including the CUP, have voted against.

The PSC resolution proposal that called for progress through "dialogue on the path to reunion" has also not prospered, rejecting strategies of division and recognizing that Catalan society, and that only the comuns have supported.

Likewise, the Parliament has rejected the proposals of Cs, Vox and PP against the amnesty.
