PP, Vox, PNV and Bildu already have their group in Congress while ERC and Junts await help from Sumar and PSOE

The PP, Vox, the PNV and Bildu already have their own parliamentary group in Congress endorsed by the Board of the Chamber, while Esquerra Republicana (ERC) and Junts, which do not meet the requirements established by the Regulation, are waiting of loans from deputies of Sumar and PSOE in order to be accredited.

The term ends at 2:00 p.m. this Friday, although it will not be until next Monday when the Congress Table will study the documents presented and decide whether to give its approval. The configuration of their own group is a preliminary requirement of the independentistas to be able to talk about the investiture of Pedro Sánchez.

The Regulations of the Chamber establish that, to form a parliamentary group in Congress, it is required to have more than 15 deputies, or a minimum of five seats plus 5% of the votes of the whole of Spain or 15% in the constituencies where it is held. have attended.

The PP and Vox have their own parliamentary group for exceeding 15 deputies, while the PNV and Bildu have formalized theirs by having exceeded 15% in all constituencies where they appeared.

But Esquerra Republicana and Junts, with their seven deputies each, do not reach 15% in all constituencies, only in two, and they do not even reach that percentage in Catalonia as a whole, so their constitution as their own group is in the eaves.

Sumar has already announced its intention to assign two separate deputies to ERC in the two provinces where those of Gabriel Rufián do not reach 15%. Later those two deputies would leave the independence group to join Yolanda Díaz's. The PSOE could do the same with Junts, although the maneuver is not yet confirmed.

Parliamentary sources anticipate to Europa Press that the PP and Vox are going to be very vigilant with the writings that are registered this Friday and everything points to the authorization of the ERC and Junts groups ending up being appealed.

The transfer of deputies has been used in previous legislatures, such as when UPN joined CC so that the canaries had a group or the Forum helped UPyD to reach 5% of the nation, but there is a provision in the regulations that greatly limits this type of loans.

Thus, article 23.2 of the Regulations establishes that "in no case can deputies belonging to the same party form a separate Parliamentary Group", a measure that was adopted to avoid what happened in the Transition, when the PSOE was subdivided into socialist groups of Euskadi or Catalonia, in addition to Spanish. And in the current case it could be interpreted that there are deputies from Sumar in two parliamentary groups (Sumar and ERC), and from the PSE in two (PSOE and support for Junts).

Once the groups are registered, the Governing body of the Chamber will be able to collect the pertinent legal reports to endorse its decision and give free rein to the ERC and Junts groups, taking advantage of the fact that PSOE and Sumar won the majority in the body of government of the Chamber.

And the formations that do not ascribe to any group will integrate the Mixed one that in principle will only welcome the Union of the Navarro People, the Canary Islands Coalition and the Galician Nationalist Bloc, three formations and three deputies compared to the seven parties and nine people who came to live in this conglomerate in the previous legislature.

The Board will make a first decision on the groups on Monday, the 28th, and from there, although appeals may be filed against it, other important decisions for the operation of the Chamber can begin to be made, such as the distribution of seats in the hemicycle, necessary to be able to convene the first plenary session.
