Catalonia was the region that received the most money from the regional financing model during 2019, the year before the Covid-19 pandemic, according to data from the Autonomous Communities report. Specifically, it received a total of 23,908.79 million that year, while Andalusia follows closely, with 23,232.86 million and Madrid is in third place in the distribution, with 19,423.21 million.

This is clear from the report of the Autonomous Communities, which is a study prepared by the Barcelona Public Law Observatory which analyzes, among other things, the management of regional governments.

The report analyzes the fiscal autonomy of the autonomous communities and details for each region what the central government contributed through the financing model during the year before the Covid-19 pandemic, which amounted in total to 130,043.92 million euros. among all communities.

As explained in the study, 87.5% of these resources come from the income that regional governments obtain from the different figures that make up the tax basket (a total of 113,774.86 million). And the remaining 12.5% ​​come from the different funds of the model.

The current regional financing model was approved in 2009 during the Zapatero Government, with a negotiation with the pro-independence parties through which Catalonia secured almost 4,000 million additional euros.

Precisely, the reform of the regional financing model has also led to the investiture agreements that the President of the Government, Pedro Sánchez, has reached with ERC, more specifically to debt forgiveness and the possibility of reaching an agreement bilaterally.

In fact, the agreement between PSOE and ERC states that a bilateral commission will be established during the first quarter of 2024 between the Government and the Generalitat with the aim of reaching an agreement and enabling progress in achieving "adequate financing that guarantees the financial sufficiency of the public services of Catalonia", as well as "ensuring compliance with the investment commitments contained in the Statute of Autonomy of Catalonia".

In this context, the report from the Autonomous Communities places Catalonia as the region with the highest number of income from the regional financing model in 2019, followed by Andalusia and Madrid.

Behind them are the Valencian Community (13,357.54 million); Galicia (8,650.06 million); Castilla y León (7,778.41 million); Canary Islands (6,140.17 million); Castilla-La Mancha (5,913.56 million); Aragon (4,280.93 million); Murcia (3,926.75 million); Extremadura (3,461.48 million); Balearic Islands (3,349.48 million); Asturias (3,266.26 million); Cantabria (2,212.64 million) and La Rioja (1,141.78 million).

It is worth remembering that the Canary Islands have a specific tax regime recognized in the Constitution and that their tax basket is not comparable with that of the rest.
