When considering immigrating to Canada, about 9 out of 10 French people think of Quebec. Quebec makes great efforts to attract customers, and the common language does the rest. The Department of Immigration, Francization and Integration (MIFI) has presented last week, the new version of its immigration reform, the first of which sparked an outcry in November 2019. And, let's say it clearly : the PEQ is death.

The main changes announced in the PEQ are as follows :

1/ temporary foreign workers will now get work experience of 36 months, full-time, before being able to submit their application.

Specifically, this component of selection becomes inaccessible. The reform excludes from the outset the workers benefiting from the program international Experience Canada (PVT, Young professionals), the duration of which licence shall not exceed 24 months for the French. The foreign workers who hold a work permit of 36 months are not legion. Access to the PEQ will be assumed, therefore, inevitably to the renewal of the work permit... not necessarily easy.

2/ A work experience of 12 or 24 months full-time will now be requested to foreign students.

Although students are still eligible to apply, is that after their studies, they will need to add a experience of 12 to 24 months, depending on the diploma obtained, before you can apply for the PEQ, and the whole conditional to the type of work or field of work for holders of a DEC.

In addition to having to wait a few years before becoming eligible to apply, and that the processing of the application is completed, it will have to be remembered that obtaining CSQ is only the first administrative step in order to become a permanent resident in Canada. Once the CSQ in hand, the immigrant must wait approximately 20 to 24 months at the level of the federal administration in order to see the residence application is finally successful.

Arm yourself with patience ! The calculation in terms of time gives this :

PEQ worker : 36 months work experience + 6 months for the CSQ + 24 months for the permanent residence = 66 months or 5 and a half years .

PEQ student : 36 months (let's say a technical diploma or a bachelor's degree) plus 12 months of work for level A, B or 0 + 6 months for the CSQ + 24 months for the permanent residence = 78 months or 6 and a half years .

English Canada to the rescue of the French !

Compare this with the program Express Entry, by which are selected the skilled immigrants in the rest of Canada : it is enough to have twelve months work experience and then it takes six months to obtain the permanent residence, once the invitation is received and the documents submitted.

Some would say, the defence of Quebec, as it exists as an alternative to the PEQ, the program selection of skilled workers through the platform, Arrima.

According to the data available, 21 November 2019, there were 151 024 declarations of interest in Arrima. Of this number, 1 757 candidates had received an invitation to apply for a CSQ. There is talk of a score of 0.01 %.

Result : it is now easier for a francophone to immigrate to English-speaking Canada !

You read that correctly : when it is question of immigration outside of Quebec, and the advantage of speaking is undeniable. Two options exist for francophones interested in living the adventure of "the ROCK" or the Rest of Canada.

- Express Entry : the francophones are at an advantage because of the bonus points are provided for immigrants who are proficient in French and have an intermediate knowledge of English. These bonus points can often get ahead of the other candidates in the pool and thus get an invitation to apply for permanent residence.

- the Programs of the candidates in the provinces : the canadian provinces can also invite francophones from the pool of Express Entry.
